I. General Overview - The owner Eric Hvlt is praposinq the
construction of a2400 square fvvt staraqe building for a used
snowrnobile and motorcycie sales business. The proposed will be used
for th~ storage sf parts only and will be unheated and will have nn
lYghting.
SLTM+IARY 4F DEPARTMENTAL REOiTIREMENTS:
I. Planning Department (456-2205)
A. Discussion/Requirements
1. The propvsed is lvcated in a Commercial Zone.
2. Please identify the uses and square footages af the
existing building sv that parking can be ca~~ulated,
3. The existing grauel driveway is required to be paved.
4. The proposed is required ta have a minimum 15 foot
rear yard setback.

i B. Permit Release Requirements
1. Please submit the square footages and uses of the
existing building so that parking can be calculated.
II.- Engineering Department (456-3600)
A. Discussion/Requirement
1. Comments were given to the applicant and the
Department of Buildings by Bob Turner.
2. The proposed will have a metal roof therefore roof
drainage may be disposed of directly into a drywell.
3. Please submit a revised drainage/site plan
illustrating everything that is proposed and existing at
the site.
4. Please submit 208 drainage calculations for any new
hard surfaced areas.
5. An RID/CRP Agreement, Notice to the Public No. 6 is
required on Appleway Avenue. Please submit a copy of the
recorded property deed so that the agreement can be
prepared.
6. An Agreement to Pay Fees was given to the applicant
during the meeting. The agreement is to be signed by the
owner and returned to the Engineering Department. Plan
review will not be completed until this document is
executed.
B. Permit Release Requirements
1. Please submit a revised site/drainage plan as
described above for review and approval.
2. Please submit a copy of the recorded property deed so
that the RID/CRP Agreement can be prepared.
3. Submit a copy of the Agreement to Pay Fees signed by
the owner.

III. Health District (456-6040)
A. Discussion/Requirements
1. The existing drainfield was installed in 1983. The
system can accommodate 16 persons per shift per day.
2. Please submit a critical materials list to the
Department of Buildings for review.
3. If it is determined that the proposed is a critical
materials user the owner will be required to sign a
Sampling Agreement. The agreement allows the Health
District to sample the effluent of the septic tank on an
annual basis. All cost for sample retrieval and analysis
shall be paid by the owner.
4. Daryl Way stated that currently parts are being stored
on the drainf ield. When the parts are moved into the
proposed building the drainfield is to be barricaded from
vehicular traffic.
5. Al1 construction debris is to be taken to a licensed
landf i 11.
6. The proposed building is not to be used for the
maintenance of refuse trucks.
B. Permit Release Requirements
1. If it is determined that the proposed is a critical
materials user, a copy of the Sampling Agreement signed by
the owner shall be submitted.
IV. Fire District No. 1(928-2462)
A. Discussion/Requirements
1. Fire flow for the proposed is 2,000 g.p.m.
2. One fire hydrant is required for the proposed, it is
to be located on the south west property line and shall be
installed as per an approved water plan.

3. Please contact Bob Ashcroft at Consolidated Irrigation
District No. 19 (924-3655) for additional information on
installing the required fire hydrant.

4. A Knox (lock) box entry system for fire department
personnel access is required to be installed.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
by Jun Mascardo.
2. The north and west walls of the proposed are required
to be f ire walls. Please submit details.
3. Revised calculations on roof loading are to be
submitted.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting needs to be
submitted for review and approval.
APPLICANT'S COMMENTS/ACRNOWLEDGEMENT:
The applicant acknowledged that all comments/requirements were
understood and had no further questions at this time regarding
permit requirements.
CORRECTIONS:
To minutes or changes from what appears in the minutes, we should be
notif ied within one day of your receipt of these minutes.
To site plans as required by any or all of the above-listed
departments shall be submitted to the Department of Buildings who
will then distribute accordingly to those departments.
ADJOURNMENT: There being no further business, Jeff Forry thanked
the applicant and the departments for their participation and
reminded all that he should be contacted if there are any unforeseen
problems which may arise.
The meeting was adjourned at approximately 10:20 a.m.

streamline the building permit system. and accordingly initiated
these Pre-Construction Conferences. Comments so far would indicate
these conferences are successful and do enhance the permit system.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. An RID/CRP agreement "Notice to Public No. 6" on
Appleway needs to be recorded.
2. Please submit a copy of a recorded property deed
for the subject property. Upon receipt of the deed
our staff will prepare the RID/CRP agreement.
C) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed: '
1. Site Plan.
2. Drainage plan as specified.
D) Utility Condition: Permittee is responsible for arranging

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) A drainage plan for the site which has been prepared in
compliance with Spokane County "Guidelines for Stormwater
Management". At a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
B) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. An RID/CRP agreement "Notice to Public No. 6" on
Appleway needs to be recorded.
2. Please submit a copy of a recorded property deed
f or the subject property. Upon receipt of the deed
our staff will prepare the RID/CRP agreement.
C) Insuff icient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the following before we can proceed:
1. Site Plan.
2. Drainage plan as specified.
D) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.

RCW 36.88.090, to object to any assessment(s) on the property as a result of the
iIDprovements called for in conjuncCion with the formation of a RID by either the
petition or resolution method under Chapter 36.88 RCW and to appeal to the Superior
Court the decision of the Board of County Commissioners affirming the final
assessment roll. ,
It is further agreed that at such time as an RID is created or any Road Improvement
Project is sanctioned by Spokane County, the improvements required (curb, sidewalk,
drainaoe control and paving to existing pavement) sha11 be at the sole expense of
the undersigned owner, their heirs, grantees and assigns wiChout any monetary
participation by Spokane County.
The RID waiver contained in this agreement shall expire after ten (10) years from
the date of execution below. However, at the expiration date the owner(s) or
successor(s) agree to construct the required improvements at their own expense; pay
to Spokane County the then estimated cost of the required improvements to enable the
County to complete the same; or furnish a bond or other secure method suitable to
the County, providing for or securing to the County the actual construction of the
improvements.

notice of forfeiture as provided in this Contract of Sale and upon
noncompliance with said notice by the Purchaser within thE time

Escrow agent is further instructed to disburse seventy-five
(75%) percent of all ronies received herein to the three underlying

balaiice of this Contract, to the extent of the insurable value of

appointment of a receiver for the property is necessary ta protect
Seller's interest.
IQON WAIVER :
Failure of eithex party to insist upon strict pe.rformancz of
the other party's obligations under this contract shall not be
construed as a waiver of strict performance thereafter of all the
other party's obligations hereunder and shall not preclude anv
remedies as provided herein.

The County Engineering Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stormwater Management". At
a minimum the plan must contain: .
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished grade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the number and type of
drywells proposed.
7. Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) The subject property is affected by the "Findings and
Order" and the "Conditions of Approval" for the following
land use action:
Spokane County Zone Change No. ZE-9B-71
C) The following improvements within adjacent Right of Way
are required prior to the release of a building permit:
1. Installation of access defining barriers acceptable
to the Spokane County Engineer along Appleway.
2. Approach permits must be obtained, after a site
plan has been approved, and before the issuance of
a building permit, from the County Engineering
Department for any new or improved driveway
approaches to the following streets:
a. Appleway
