If the project is developed in stages, this requirement shall apply as each succeeding area is developed. An underground sprinkler system shall be installed in all landscaped areas. No structure within the Freeway Commercial project area shall exceed two stories in height except that the motel structure as indicated in the revised development plan may extend to four stories in height (38' in height). b. A landscape plan of the approved area showing the type and extent of landscaping. Such plan shall also indicate the location, height, and type of ornamental masonry fencing and landscaping to screen the project from adjoining residential areas. (The applicant proposes a 10' wide land- scape strip with a 5' - 5' ornamental masonry wall and plant -• ings of poplar trees between the parking areas and residential properties to the north and west.) c. The extent of paved roadways and parking areas. Parking shall be developed in accordance with Section 4.08A.070 of the Spokane County Zoning Ordinance. d. A lighting plan for the Freeway Commercial project indicating the location, height, orientation and intensity of outdoor lighting fixtures. Such plan shall seek to reduce illumination on adjacent residential properties. The advertised area is located in the northwest quadrant of the Argonne Interchange. In September, 1970, the applicant proposed a 282 unit apartment complex for the site. Because of objections by residents in the area, the Planning Commission, and subsequently, the Board of County Commissioners approved the multiple family project subject to conditions which prohibited access va Margubrite and Argonne and allowed access via Hutchinson. At t::e July 14, 1972 hearing, the appli- cant submitted a proposal for a combint:tion Residential Office, Freeway Commercial, and Multiple Family Subur'ian project with access to (Cont'd) -14- ZE -84 -73 - AGR. & MFS TO RES. OFF., FREEWAY COMM., etc (Cont'd) to Hutchinson and Argonne Roads. The proposal included a 1 1/2 story office project to the north, a two -story motel restaurant complex, service station, and drive -in restaurant Freeway Commercial area toward the center, and a five -story apartment building to the west. The Planning Commission approved the Residential Office and Freeway Commercial requests subject to extensive conditions at the September 8, 1072'hearing. The apartment building was approved at the October 20, 3.972 hearing. The applicant now proposes to expand the motel - restaurant complex by constructing a 152 unit, four -story motel structure with an adjoining one -story structure designed to accommodate a 150 seat restaurant, a. 125 seat cocktail lounge, and 80 seat coffee shop, and a 500 seat ban quet room. The site would accommodate 374 car parking spaces. The applicant proposes to utilize that portion of the previously approved Residential Office site to the north of the motel complex for building and parking area in conjunction with the revised development proposal. A 110' setback area would be provided between the four -story motel structure and residential properties co the Vvest. The setback area would accommodate parking and an intensive landscape screen. C. REASONS: The Planning Commission is of the opinion that the additional property is appropriate for Freeway Commercial Zoning because it meets the criteria contained in the text portion of the Comprehensive Plan. The criteria relates to the following objectives for determining the best locations for Freeway Commercial Zoning: a. To provide the highest degree of usefulness and convenience to Freeway users. The advertised area adjoins an earlier request and the Argonne Interchange affords convenient access to the project. b. To create a minimum of traffic congestion or hazards on the limited access highway, its access and egress ramps, and connecting county roads. The new design for the Argonne Interchange will adequately serve the site. c. To create a minimum of adverse effect upon property developed or planned for development for residential use. The new development proposal will,• in the Commission's opinion, provide adequate screening of the project from the adjoining residential neighborhood. -15- (Cont'd) ZE -84 -73 - AGR. & MFS TO RES. The Planning Commission is of the opinion that the development standards of the Freeway Commercial Zone in conjuction with the above - listed conditions would allow the revised project to be compatible with residential properties to the north and west. Although the Commission was somewhat concerned about the impact of the larger project on the adjoining residential neighborhood, the Commission is of the opinion that the increased screening and improved traffic design will mitigate such impact.
