Planning Commission Recommendation: Approve the West 15' of Tract 302,
Opportunity and the East 330' of Tract 303 lyin� north and west of Interstate #90 to
Multiple Family Suburban Zone, subject to the followinq conditions•
A. Conditions:
1. Dedications and Improvements.
The dedication and improvement to Spokane County standards of a
60,' right of way for Hutchinson Road extending from the north boundary
of the project (Hutchinson Road) through the project area and south-
westerly along Interstate #90 to the west line of the advertised area.
The precise alignment of the extended roadway shall be approved by
the County Engineer and the Director of Planning. Improvements
shall include paving, curbing, sidewalks, and drainage control.
The applicant shall make a reasonable attempt to secure additional
right of way along Hutchinson Road between the project area and
Knox Avenue.
2. Access Control.
Direct access to Marguerite from the project area shall be prohibited.
Access rights for that purpose shall be dedicated to Spokane County.
3. Fire Protection
Provisions shall be made for mains and fire hydrants in accordance
with the requirements of the Spokane Valley Fire Marshal. The Fire
Marshal may request that a fire lane to the project be provided via
Marguerite .
9. Building heiahts, aPartment density, and location.
The apartment project shall be developed in substantial conformance
with the approved development plan; i.e. , an apartment structure
not exceeding five stories or 90 units occupying the southerly portion
of the site. An open space-recreation area shall occupy at least the
north 160' of the site. The construction plans for the project shall
be submiCted to the Planning Commission for final approval.

5. Landscapiny.
All areas not occupied by buildings, parking, and circulacion shali
be landscaped, planted, and maintained in appropriaie turf and
shrubbery. If Che projec� is develo�ed in stayes, this requirement
shall apply as each succeediny area is dev eloped. An underground
sprinkler system shall be installed in all landscaped areas.
6. Recreation Area — Development.
Approval by the Director of Planning of a landscape plan for the
recreation area showing the type and e�:tent of landscaping. Such
plan shall indicate the location, height, and type of fencing or land—
scaping used to screen the project from the adjoining residential
area. 1'he Director of Planning shall also approve a lighting plan for
the recreation area indicating the location, height, orientation, and
inter�sity of outdoor lighti.ng fixtures .
7. ,Off Parkinp Area — Development.
a) An off—street parking area shall not occupy any space within
20' of the right of way line of any public road adjoining the
project area or within five feet of an adjacent residential zone.
No parking facilities or connecting roadways shall occupy the
norCh 160' of the project.
, b) Any portion of the project which is to be driven on by automobiles
shall be maintained in hard surface paving.
c) Parking lots shall be unlighted, except that walkways, driveways,
and landscaped traffic islands may be illuminated by low
intensity lighting on standards not exceeding eight (8) feet in
height.
d) The design, location, and arrangement of parking stalls and
driveways shall be in accordance with standard traffic engineering
practices. Planting strips or landscaped traffic islands may be
required by the Director of Planning for parking lots which con—
tain more than 30 parking stalls.
8. Sanitary requirements.
Water supply and sewage disposal facilities shall be approved by the
Spokane County Health District.

within three years ot Planning Commission's approval and the building
construction shall have commenced within said tthree years. (Failure
to comply within the stipulatecl time limits shall render the Planning
Commission's action null and void.)
$ackqround:
The advertised area is located within the northwest quadrant of the Argonne
Interchange. In September, 1970, the applicant proposed a 282 unit apartment
project for the quadrant. Because of the objections by residents in the area,
the Planning Commission and, subsequently, the Board of County Commission-
ers approved the multiple family project subject to conditions which prohibited
access via Marguerite and Argonne and allowed access via Hutcliinson Road.
For the July 14th hearing, the applicant submitted a proposal for a combination
Residential Office , Freeway Commercial , and Mul tiple Family Suburban
project with access to Hutchinson and Argonne Roads. The proposal included
a 1 1/2 story office project to the north; a motel service station,
and drive-in restaurant Freeway Commercial area in the center, and a 90 unit,
S-story apartment to the west.
At the September Sth hearing, the Planning Commission approved the
Residential Office and Freeway Commercial projects, but continued the
apartment proposal to the October hearing for further review of the 5
apartment building proposal.
B. Reasons
1. The Multiple Family Suburban project lies on the edge of a residen-
tial neighborhood, has reasonable proximity to shopping and
community facilities, and has access to the arterial system.
2. The conditions of approval will make the project more compatible
with residential properties to the north.
3. The Pianning Commission is of the opinion that the 5-story apartment
structure will not be unduly detrimental to adjoining residential
development; however, the Commission reserves the right to review
the final construction drawings of the project.

1. Dedications and Improvements.
The.dedication and improvement to Spokane County standards of a
60,' right of way for Hutchinson Road extending from the north boundary �
of the project (Hutchinson Road) through the project area and south—
westerly along Interstate #90 to the west line of the advertised area.
The precise alignment of the extended roadway shall be approved by
the County Engineer and the Director of Planning. Improvements
shall include paving, curbing, sidewalks, and drainage control.
The applicant shall make a reasonable attempt to secure additional
right of way along Hutchinson Road between the project area and
Knox Avenue.
2. Access Control.
Direct access to Marguerite from the project area shall be prohibited.
Access rights for that purpose shall be dedicated to Spokane County.

5. Landscaping.
All areas not occupied by buildings, parking, and circulation shall
be landscaped, planted, and maintained in appropriate turf and .
shrubbery. If the pcoject is developed in stages, this requirement
sliall apply as each succeeding area is dev eloped. An underground
sprinkler system shall be installed in all landscaped areas.
6. Recreation Area — Development.
Approval by the Director of Planning of a landscape plan for the
recreation area showing the type and extent oflandscaping. Such
plan shall indicate the location, height, and type of fencing or land—
scaping used to screen the project from the adjoining residential
area. The Director of Planning shall also approve a lighting plan for
the recreation area indicating the location, height, orientation, and
intensity of outdoor lighting fixtures.
7. ,Off—Street Parkina Area — Development:
. a) An off—street parking area shall not occupy any space within .
20' of the right of way line of any public road adjoining the
project are.a or within five feet of an adjacent residential zone.
No parking facilities or connecting.roadways shall occupy the
north 160' of the project.
b) Any portion of the project which is to be driven on by automobiles
shall be maintained in hard surface paving.
c) Parking lots shall be unlighted , except that walkways , driveways ,
and landscaped traffic islands may be illuminated by low
intensity lighting on standards not exceeding eight (8) feet in
height. ;

d) The design, location, and arrangement of parking stalls and
driveways shall be in accordance with standard traffic engineering
practices. Planting strips or landscaped traffic islands may be
required by the Director of Plarining for parking lots which con—
tain more than 30 parking stalls.

The advertised area is located within the northwest quadrant of the Argonne
Interchange. In September, 1970, the applicant prdposed a 282 unit apartment
project for the quadrant. Because of the objections by residents in the area,
the Planning Commission and, subsequently, the Board of County Commission—
ers approved the multiple family project subject to conditions which prohibited
access via Marguerite and Argonne and allowed access via Hutchinson Road.
For the July 14th hearing, the applicant submitted a proposal for a combination '
Residential Office, Freeway Commercial, and Multiple Family Suburban
project with access to Hutchinson and Argonne Roads. The proposalincluded
a 1 1/2 story office project to the north; a motel service station,
and drive—in restaurant Freeway Commercial area in the center, and a 90 unit,
5 apartment to the west.
At the September 8th hearing, the Planning Commission approved the
Residential Office and Freeway Commercial projects, but continued the
apartment proposal to the October hearing for further review of the 5—story
apartment building proposal.
B. Reasons
1. The Multiple Family Suburban project lies on the edge of a residen—
tial neighborhood, has reasonable proximity to shopping and
community facilities, and has access to the arterial system.
2. The conditions of approval will make the project more compatible
with res3dential properties to the north.
3. The Planning Commission is of the opinion that the 5—story apartment
structure will not be unduly detrimental to adjoining residential
development; however, the Commission reserves the right to review
the final construction drawings of the project.

west street to Argonne.
2. Vacations.
The f'ollowing portions of LaSalle Addition which are within the
project area shall be vacated: Lots l, 4, and 5, Block 1;
Lots 3, 4, 5, 6, 7, 8, 9, and 10, Block 2; Lots 1, 2, 3, and 4,
Block 3. Spokane County shall retain necessary rights of way.
3. Landscaping.

Board's action. All other required dedications, vacations,
and road improvements shall be completed within three years
of Planning Commission approval, and the building construction
program shall have commenced within said three years.
(Faihu'e to comply within the stipulated time limits shall
render the Planning Commission action null and void.)
B. Conditions of Approval, applicable to Residential Office project:
1. Building Heights.
No building within the Residential Office project shall exceed
1 1/2 stories in height.
C. Conditions of Approval, applicable to the Freeway Commercial project:
1. Submittal by the applicant and approval by the Board of County
Commissioners of a final "Development and Traffic Control Plan".
Such pian shall be in substantial conformance with the submitted
preliminary plan and shall adhere to the provisions of Chapter
4,08A of the Spokane County Zoning Ordinance.
The final plan shall also incorporate the following additions or
clarifications:
a. No structure within the Freeway Commercial project area
shall exceed 2 stories in ehight.
2, A landscape plan of the approved area showing the type and
extent of landscaping. Such plan shall also indicate the location,
height, and type of fencing or landscaping used to screen the
project from adjoining residential areas.
