The dedication and improvement to Spokane County standards of a 60,' right of way for Hutchinson Road extending from the north boundary of the project (Hutchinson Road) through the project area and south- westerly along Interstate #90 to the west line of the advertised area. All required dedications and road improvements shall be completed within three years ot Planning Commission's approval and the building construction shall have commenced within said tthree years. (Failure to comply within the stipulatecl time limits shall render the Planning Commission's action null and void.) $ackqround: The advertised area is located within the northwest quadrant of the Argonne Interchange. In September, 1970, the applicant proposed a 282 unit apartment project for the quadrant. Because of the objections by residents in the area, the Planning Commission and, subsequently, the Board of County Commission- ers approved the multiple family project subject to conditions which prohibited access via Marguerite and Argonne and allowed access via Hutcliinson Road. For the July 14th hearing, the applicant submitted a proposal for a combination Residential Office , Freeway Commercial , and Mul tiple Family Suburban project with access to Hutchinson and Argonne Roads. The proposal included a 1 1/2 story office project to the north; a motel service station, and drive-in restaurant Freeway Commercial area in the center, and a 90 unit, S-story apartment to the west. At the September Sth hearing, the Planning Commission approved the Residential Office and Freeway Commercial projects, but continued the apartment proposal to the October hearing for further review of the 5 apartment building proposal. B. Reasons 1. The Multiple Family Suburban project lies on the edge of a residen- tial neighborhood, has reasonable proximity to shopping and community facilities, and has access to the arterial system. 2. The conditions of approval will make the project more compatible with residential properties to the north. 3. The Pianning Commission is of the opinion that the 5-story apartment structure will not be unduly detrimental to adjoining residential development; however, the Commission reserves the right to review the final construction drawings of the project. - 5 - (contd . ) > . _ t1 . ; AUENDA, OCTOBER 92, 19']3 TEI,EPHONE NO.: 456-22']4 SPOKANE COUNTY PLANNING COMMISSION 'Pime: Friday, October '12, '1973 9:00 A.M. (Failure to comply within the stipulated time limits shall render the Planning Commission's action null and void.) $ackqround: The advertised area is located within the northwest quadrant of the Argonne Interchange. In September, 1970, the applicant prdposed a 282 unit apartment project for the quadrant. Because of the objections by residents in the area, the Planning Commission and, subsequently, the Board of County Commission— ers approved the multiple family project subject to conditions which prohibited access via Marguerite and Argonne and allowed access via Hutchinson Road. For the July 14th hearing, the applicant submitted a proposal for a combination ' Residential Office, Freeway Commercial, and Multiple Family Suburban project with access to Hutchinson and Argonne Roads. The proposalincluded a 1 1/2 story office project to the north; a motel service station, and drive—in restaurant Freeway Commercial area in the center, and a 90 unit, 5 apartment to the west. At the September 8th hearing, the Planning Commission approved the Residential Office and Freeway Commercial projects, but continued the apartment proposal to the October hearing for further review of the 5—story apartment building proposal. B. Reasons 1. The Multiple Family Suburban project lies on the edge of a residen— tial neighborhood, has reasonable proximity to shopping and community facilities, and has access to the arterial system. 2. The conditions of approval will make the project more compatible with res3dential properties to the north. 3. The Planning Commission is of the opinion that the 5—story apartment structure will not be unduly detrimental to adjoining residential development; however, the Commission reserves the right to review the final construction drawings of the project. , — 5 — (contd . ) . . • . • . i ZE-84-72 - AGRICULTURAL AND'MULTIPLE FAMILY SUBURBAN TO FREEWAY COMMERCIAL, RESIDENTIAL OFFICE AND MULTIPLE FAMILY SUBURBAN (contd . ) C. In September, 1970, the applicant proposed a 282 unit apartment project for the site. Because of the objections by residents in the area,'the Planning Commission and, subsequently, the Board of County Commissioners approved the multiple family project subject to conditions which prohibited access via Marguerite and Argonne and allowed access via Hutchinson Road. For the july 14th hearing, the applicant submitted a proposal for a combination Residential Office, Freeway Commercial, and Multiple Family Suburban project with access to Hutchinson and Argonne Roads. The proposal would include a 1 1/2 story office project to the north; a motel-restaurant, service station, and drive-in restaurant Freeway Commercial area in the center; and a 90 unit, 5 story apartment to the west. The Planning Commission continued the request to the September hearing to allow further study of the multi-use proposal. Reasons: 1. The Planning Commission is of the opinion that the proposed motel, restaurant, service station complex is appropriate for Freeway Commercial Zoning because it meets the criteria contained in the text portion of the Comprehensive Plan. The criteria relates to the follow- ing objectives for determining the best locations for Freeway Commer- cial Zoning: a. To provide the highest degree of usefulness and convenience to freeway users. The site is visibie from the freeway and the Argonne Interchange affords convenient access tothe site. (cont'd) -7B- • ` . ZE-84-72 - AGRICULTURAL ANL•' MULiIPLE FAMILY SUBURBAN TO FREEWAY COMMERCIAL. RESIDENTIAL OFFICE, AND MULTIPLE FAMILY I ` SUBURBAN (cont'd) _I b. To create a minimum of traffic congestion or hazards on the limited access highway, its access and egress ramps, and the connecting County roads. c. To create a minimum of adverse effect upon property developed or planned for development for residential use. 3. The Commission notes that Residential Office Zoning has been approved north of Knox Avenue between Hutchinson and Argonne Roads. The Commission is of the opinion that the development standards of the Residential Office Zone and the Freeway Commercial Zone in conunction with the listed conditions would allow the proposed project to be compatible with residential areas to the north and west. 4. The Commission has recommended a time limit on the project to guarantee utilization of the site in accordance with the submitted plan. C. General Data: 1.
