Planning Commission Recommendation: Approve for the followinQ reasons;
A. Reasons
1, The area proposed for upgrading to Restricted Residenti al zoning
(the same zone as Agricultural Suburban except animals are pro-
hibited) is located 'in an established residential neighborhood
with few, if any, properties maintaining animais at the present
time .
SurroundinG land use in general is as follows; to the east, single
and two family residences with one fourplex; to the south, single
family residences; to the west, single family residences and
Orchard Center Elementary School; and to the north, Spokane
International Railroad Right of vvay.
Surrounding zoning of the subject area is �'Agricuitural Suburban"
on all sides.
vVithin the subject area there have been severai horses maintained
on a residential parcel over one (1) acre in size which has caused
much concern to residential property owners living directly acros,
the streetfrom the corral area. These horses have since been
removed and the corral area is presently unused for maintaining
animals .
2. The Planning Commission finds that the fifty (50) acre zone change
area is dominated by single family residences, and that this
residential density has precluded the keeping of animals on all
properties except those of an acre or more in size. Therefore,
the Commission recommends the sub)ect area be upgraded to the
Restricted Residential Zone classification in keeping with the
existing residential character and lot size of the district.
