Analysis: The advertised property is situated on the southwest corner of Cement and Portland. The applicant proposes to utilize an existing garage on the site for a welding shop. Surrounding land uses include a service station and a printing shop to the south, residences to the west, residences and the Ideal Cement Plant (not operating) to the north, and a residence and a tavern to the east.
