Analysis: The advertised property is situated on the southwest corner of Cement and Portland. The applicant proposes to utilize an existing garage on the site for a welding shop. Surrounding land uses include a service station and a printing shop to the south, residences to the west, residences and the Ideal Cement Plant (not operating) to the north, and a residence and a tavern to the east. The staff is of the opinion that the advertised property is appropriate for Restricted Industrial zoning because: 1) The current Comprehensive Plan indicates that the properties between the Trent Avenue frontage properties and the Spokane River in the Grandview area is appropriate for light industrial development. 2) The staff notes that the advertised property is presently zoned Commercial which allows automobile repair, warehousing, feed and fuel yards, etc. The staff is of the opinion that the zone change request would not be unduly detrimental to adjoining residential properties because of the performance standards. contained in the Restricted Industrial Zone classification. —8— ZONE CHANGE ZE- 100 -73 - COMMERCIAL TO RESTRICTED INDUSTRIAL: TOHNSON, Planning Commission Recommendation: Anorove to Restricted Industrial Zone, subject to the following conditions: (Unanimous vote) A.
