MINUTES
OCTOBER 8, 1976
Planning Commission Recommendation: Approve to the Commercial Zone. subiect
to the following conditions: (Vote was unanimous.) .
A. CONDITIONS:
1. Dedication of the south five (5) feet of the advertised pro 7erty along
Portland Avenue for right of way purposes.
2. Dedication of the north five (5) feet of the advertised prop - ?rty'along
Empire Way for right of way purposes.
3. Access permits for the project shall be obtained from the Spokane
County Engineer's office prior to release of building permits.
NOTE: Access points must meet the approval of the Spokane County
Engineer's office, and shall be paved.
4. Vehicular access to Portland Avenue shall be limited to office use only.
Truck and equipment access, and all deliveries shall be limited to
Empire Way.
5. Off - street parking facility and connecting driveways shall be maintained
in hard surface paving. The open parking areas shall be unlighted
except that driveways and walkways may be illuminated by low intensity
lighting.
6. All required yard areas shall be landscaped, planted and maintained
in properly cared for lawn or shrubbery, except necessary access
driveways and parking areas.
7. Approval by the Zoning Administrator of a specific parking, lighting
landscape and signing plan for the described property prior to the
release of any building permits. A free - standing advertising sign
not exceeding 40 square feet in area will be permitted.
8. Provision shall be made for fire hydrants in accordance with the require-
ments of the Spokane Valley Fire Marshal.
B. REASONS:
1. The Spokane County Comprehensive Plan and the Regional Comprehen-
sive Plan both indicate the general area between Trent Avenue and the
Spokane River in the Grandview area as being appropriate for industrial
and commercial use.

2. The Spokane County Planning Commission notes that the advertised
property is situated between restricted industrial zoned property to the
north and commercial zoned property to the south.
3. The Planning Commission notes that the proposed use would be a
relatively low traffic generator and would not significantly contribute
to traffic congestion, except for increased truck traffic.
4. The Planning Commission is of the opinion that the restrictions of the
Commercial Zone, in conjunction with the conditions of approval will
assure compatibility of the project with adjoining land uses.
NOTE: Manufacturing and processing are prohibited in the Commercial
Zone. All storage in the Commercial Zone must be indoors or
within a. sight- obscuring unpierced fence, six (6) feet in height.
C. STAFF ENVIRONMENTAL REVIEW:
As required in WAC 197 -10 -320, the staff of the County Planning Department
reviewed the environmental checklist submitted by Mr. Jerry Crick in behalf
of Mr. Robert H. Crick, Sr. , for a zone change from Agricultural to Commer-
cial. The proposal is located approximately in the NE 1/4 of SE 1/4 of Sec-
tion 4, Township 25 N., Range 44, E.W.M., west of Cement street between.
Empire Way and Portland Road.
The staff review identified three potential areas of environmental impacts.
The first involves generation of additional vehicular traffic and the secondary
effects associated therewith. These would include increased congestion on
adjacent and nearby travelways, increased air pollution (especially carbon
monoxide and suspended particulates), increased noise levels, and increased
public safety hazards from traffic.
A second potential environmental impact considered was the increased demand
on public services and utilities. The primary service demands involve police
and fire protection. All public utilities would be involved, however, includ-
ing extension of utility lines (power, natural gas, water, telephone) and the
provision of suitable long term sewerage, storm water runoff and solid waste
disposal systems.
Since a portion of the 40,900 square foot site will be covered by an impervious
surface, storm water runoff will be collected and injected via dry well into
the subsurface. Rather than being allowed to evaporate back into the atmos-
phere, as would be the case under natural conditions, the contaminant laden
wastewater will percolate downward to the aquifer. Some'filtering of conta-
minants will occur, but the•quality of water reaching the aquifer cannot be
determined at this time. Nevertheless, this is not considered•a significant
impact for this small proposal.

The conclusion of the review of this environmental checklist :.s that no signi-
ficant environmental impact will result from the proposal. Therefore,
it is recommended that a Declaration of Non - Significance be issued and an
environmental impact statement not be required.
