CALL TO ORDER: The meeting was called to order at approximately
10:00 a.m. by Building and Safety's Cade Compliance Coordinatar Tom

SCOPE/PRC?JECT DESCRIFTIDN:
1. General Overview - Proposed is the construction af thr~~ ne-w
storage buildings (shown on site plan as buildYngs 19 ~ 20, and ~1) .
Alsa praposed is additions to existing starage buildings (shown on
s ite plan as buildings 16, 17, and 18). The tatal amount of storage
for the proposed is 17,000 square feet and there wl'.ll be
approximately 340 starage -units on the site. This will be the last
phase of the storage for this site.
11. Construction Time - 3'he applicant would li.ke to begin
construction as soon as possible.

II. Engineering Department (456-3600)
A. Discussion/Requirements
1. Comments were given to the applicant and Building and
' Safety by Bob McCann.
2. A drainage plan and calculations for the proposed
project were inadvertly sent to the Health District,
however a copy of the plan including calculations- was
given to Bob McCann during the Pre-Construction
Conference. Bob indicated they will do their best to
complete the review in a timely manner.
3. The applicant will need to obtain approach permits for
any new approaches along county right of way.
B. Permit Release Requirements
1.' The Engineering Department will release their portion
of the building permit once the drainage plan has been
approved.
III. Health District (456-6040)
A. Discussion/Requirements
1. Daryl Way suggested that the applicant submit an
updated critical materials listing to Building and Safety
for review and approval.
B. Permit Release Requirements
1. The Health District released their portion of the
building permit.
IV. Building and Safety (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on preliminary plans
by Tom Postlewait. Marty Robinson provided information on
area separation walls during the meeting.
2. More detail is required on the location of area
separation walls.

3. Clyde Wisenor of Fire District No. 1 contacted
Building and Safety and stated that the fire hydrant
illustrated on the site plan is adequate.
B. Permit Release Requirements
1. Two complete revised sets of plans addressing the
items discussed during and after the meeting nezds to be
submitted for review and approval.

CALL TO ORDER: The meeting was called to order at approximately
10:30 a.m. by Building and Safety's Code Compliance Coordinator

SCOPE/PROJECT DESCRIPTION:
The applicant is proposing to construct a self service four (4)
bay car wash of masonry structure with a metal roof.
The proposal also includes the construction of a tier of storage
buildings at the rear of the existing convenience store where
there is currently existing storage buildings. There are seven
storage buildings being proposed consisting of approximately
16,500 square feet.
SUNIlKARY OF DEPARTMENTAL REgUIRENEN'rS :
1. Building and Safety (456-3675)
A. Discussion/Requirements
l. The original SEPA documents are in conformance
with this proposal and will be sufficient for this
project.
2. The plan review has been completed by Building and
Safety.

- 3. Comments regarding the car wash back f low prevention were discussed with Frank Toribar and
resolved prior to the meeting. .
4. Fire f low is 1,000 gallons per minute for the car
wash structure, a new fire hydrant will be
installed.
5. Problems concerning fire department access must be
resolved with the Fire District and clarified with
Building and Safety. Clyde Wisenor is the contact
person for Fire District No. l.
B. Permit Release Requirements
l. Revised plans on the area separation walls must be.
submitted to Building and Safety in order to release the permit.
2. Fire District No. 1 is to send a letter regarding ,
their requirements.
2. Engineers Off ice (456-3600)
A. Discussion/Requirements
l. A copy of comments was given to the applicant and .
Building and Safety by Bob McCann.
2. Your contact person at the Engineer's Office will
be Gary Nelson.
B. Permit Release Requirements
1. A drainage plan for the site which has been
prepared in compliance with Spokane County
"Guidelines for Stormwater Management" is
required. At a minimum the plan must contain: .
a. Drainage calculations for stormwater volumes
' generated on site.
b. Calculations for total impervious surfaces
contained within the site.
2. The property is affected by the "Findings and
Order" and the "Conditions of Approval" for the
land use action Binding Site Plan No. 84-8.
_ 3. Approach permits must be obtained from the County
Engineering Department for driveway approaches to
3 2nd Avenue'.

4. All comments on the check print must be completed ~
and returned to the Engineer's Office.
5. Roadway improvements must be constructed along
32nd Avenue per the requirements of BSP-8 or, a
bond to guarantee the construction of improvements
shall be provided to the County Engineer prior to
release of the building permit. The estimated
amount shall be determined by the County Engineer.
3. Health District (456-6040)
A. Discussion/Requirements
1. This project will be connected to the public sewer
therefore, the Health District will sign off the
permit.
4. Planning Department (456-2205)
A. Discussion/Requirements
l. This project was part of zone change ZE-3-80. The
property is zoned commercial.
2. Sign permits are required when signage is
installed. The local business signage conditions
must be satisf ied when installing signage.
3. The car wash structure shall be located in a
manner as to allow four off street parking spaces
at each stall's entrance and two parking spaces at
each stall's exit. in addition, a ten foot
driveway shall surround the parking area and car
wash structure.
4. The use of lease space for the driveway access was
discussed as a feasible alternative.
B. Permit Release Requirements
l. Conditions of the zone change requires a landscape
plan be submitted for the site.
2. An estimate f rom a nursery for the landscaping
along with a promissory letter from the owner to
install landscaping and sprinkler system is required.
3. . Revised site plan illustrating property lines, and
setbacks is required including car wash parking
and driveway access.

5. Utilities (456-3604)
A. Discussion/Requirements
l. The Utilities Department is in the bidding stages
for the sewer with estimated construction of the
line this fall.
2. Should the Utilities Department not be able to
install the sewer this fall the possibility for
the temporary connection to the Clinton Street
sewer line was discussed.
3. The applicant has discussed the sewer connection
possibilities and elevations with Mr. Largent of
the Utilities Department.
4. The applicant gave Mr. Legat a plan for sewer
connection.
5. A sewer connection permit is required.
ADJOURNMENT: There being no further business, Tom Davis Forry .

and reminded all that he should be contacted if there are any
