That the provisions of SEPA's NOTICE OF ACTlON pursuant to Chapter 43.21C.080 RCW and the Board of Spokane County Commissioners Resolution #77-1392 be initiated by the project applicant within thirty (30) days af final disposition of this application, and prior to any on-site improvements. 6. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA Guidelines (VYAC 197-10) and the Spokane County Environmental Ordinance (SCEO), a proposed declaration of non-significance has been issued at least fifteen (15) days priar to this date; the official file, written comments and/or public testimony contain information regarding assessment of the proposat's adverse lmpacts to the physical environment; a finding is hereby made that no potentialty significant adverse impacts upon the physicai environment are anticipated as a result of the project; and a final declaration of non-significance is hereby ta be lssued. b) COUNTY ENGINEERING DEPARTIWENT 1. Appiicant shall dedicate a 20 foot radius on Oberlin and Mont- gomery Drive prior to any use of Lhe property. 2. Access permits shall be obtained trom the Spokane County Engineer prior to the issuance of a buiiding permit or any use of the property. 3. Access to Montgomery Drive Is hereby allowed, subject to issu- ance of approach permits by the Spokane County Engineer. 4. Applicant shall pave 30 feet on Oberlin Road (applies to entire length of property. 5. Applicant shall construct cernent toncrete curb and sidewal k adjacent to the property on Oberlin Road. 6. Applicant shall construct cement concrete curb and sidewalk and pave to the existing pavement adjacent to the property on Montgomery. 7. Applicant shall submit for approval by the Spokane County Engineer road, drainage, and access plans prior to the issuance of a building permit on the property. S. The applicant shatl submit for approvai by the Spokane County Engineer and the Spokane County Health District a detailed combined on-site sewage system plan and surface water disposal plan for the entire project prior to the issuance of any building permit on the property. To construct the road improvements stated herein, the appticant may, with the approvat of the County Engineer, join in and be a wjlling participant in any petition or resolution which purpose is the tormation of a Road I mprovement District ( R I D) for said improvement pursuant to RCW 36.68, as amended. As an alternative method of constructing the road irnprovement stated herein, the appl icant may, with the approvai of the County Engineer, accomplish the road improvements stated herein by joining and participating in a County Road Project (CRP) to the extent of the required road improvement. The construction of the road improvements stated herein shall be accomplished as approved by the Spokane County Engineer. 14.
