A. CONDITIONS: 1. Approval of access to the subject property by the Spokane County Engineer's office. The proposed driveway to serve interior building sites shall be aligned with Indiana Avenue. 2. The advertised property shall be developed in substantial conformancE with the submitted development plan; i . e . , one and two story office buildings oriented toward Park Road with generous landscaping between the structures and Park Road. Off- street parking areas shall be confined to the rear and sides of the buildings as indicated on the submitted plan. B. BACKGROUND The advertised property has been reserved by previous Planning Commis- sion actions as a buffer between the Yardley -East Spokane industrial area to the west and the residential neighborhood to the east of Park Road. In 1971, the Zoning Adjustor authorized the site to be utilized as an off - street parking facility with extensive perimeter landscaping along Park Road. The current request contemplates using two story office buildings to serve as the buffer. C. REASONS: Installation to Spokane County standards of sidewalk along Park Road. Installation of fire hydrants in accordance with the requirements of the Spokane Valley Fire Iviarshall. 1. The subject property is situated on Park Road, an arterial. The Planning Commission has been approving requests for Multiple Family Suburban and Residential Office zoning on the major north - south arterials in the Spokane \alley. 2. The Residential Office proposal will provide an appropriate buffer between the industrial area to the west and the residential area to the east. The Planning Commission is of the opinion that the conditions of approval in conjunction with the performance standards of the Residential Office will make the project more compatible with residential and multiple family properties to the east.
