The following is the title and summary of Ordinance No. 09-030 passed by the Spokane Valley City
Council on the 13th day of October 2009:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
REPEALING EXISTING SPOKANE VALLEY MUNICIPAL CODE CHAPTER 3.65 IN ITS
ENTIRETY AND ADOPTING NEW PROVISIONS RELATING TO FRANCHISING AND
OPERATION OF A CABLE TELEVISION BUSINESS IN THE CITY, AND OTHER MATTERS
RELATED THERETO.
The purpose of this ordinance is to adopt a comprehensive Cable Code for the City of Spokane Valley; it
repeals Spokane Valley Municipal Code Chapter 3.65 and adopts new section 3.65, listing general
provisions, and explains grant of authority for use of the City's rights-of-way as not exclusive, explains
franchise issuance, discusses franchise fee, competitive equity, taxes, cable system specifications, cable
service, PEG, local and general programming, rates, institutional network connections, parental control,
recovery of costs, least interference, permits, and other issues connected with provisions relating to
franchising and operation of a cable television business.
