The following is the title and summary of Ordinance No. 09-035 passed by the Spokane Valley City
Council on the 17th day of November 2009:
AN ORDINANCE OF THE CITY OF SPOKANE VALLEY, SPOKANE COUNTY, WASHINGTON,
AMENDING ORDINANCE NO. 09-025 WHICH DECLARED A SUBSTANTIAL NEED TO LEVY A
1% INCREASE IN REGULAR PROPERTY TAXES FOR THE CITY OF SPOKANE VALLEY,
WASHINGTON IN SPOKANE COUNTY, PLUS ADDITIONAL REVENUE RESULTING FROM
NEW CONSTRUCTION, IMPROVEMENTS TO PROPERTY, NEWLY CONSTRUCTED WIND
TURBINES AND ANY INCREASE IN THE VALUE OF STATE ASSESSED PROPERTY FOR THE
YEAR COMMENCING JANUARY 1, 2010; TO PROVIDE REVENUE FOR CITY SERVICES AS
SET FORTH IN THE CITY BUDGET.
The ordinance amends ordinance 09-025 by amending Section 1 to include that a finding is made of
substantial need under RCW 84.55.0101 which authorizes the use of a limit factor of 101 percent for the
property tax levy for 2010.
