This request was reviewed by the Planning Commission on September 16, 1977.
The Commission concluded that the applicants development proposal was
rather vague, and that a detailed development plan and an elevation render-
ing be reviewed by the Planning Staff and Commission before action is taken
on the zone reclassification.
I. SUMMARY:
The applicant's proposal is compatible with surrounding land uses; is con-
sistent with recent Planning Commission Zone reclassifications; is consis-
tent with the Regional Comprehensive Plan; has or can provide adequate pro-
visions for circulation, sewage disposal, water and fire protection.

Explanation: The Regional Comprehensive Plan indicates the site as
being appropriate for residential uses; the site is lo-
cated on the edge of a residential neighborhood, fronts

services, public facilities, and.an arterial system.

Engineer's Revie.!: The Spokane County Enaineers have requested that
all access from the site be restricted to Bowdish Road and /or Bates
Road.
B.
Sewage Disposal
This project is located in an area with soils classified by the Soil
Conservation Service as suitable for installation of individual on-
site sewage disposal systems. The area is, however, located over the
Spokane Aquifer. A study is currently under way to determine the
degree to which subsurface disposal of sewage treatment effluent
may pollute the Aquifer. There is very little probability that this
project in itself will have more than a slight impact on the Aquifer.
However, taken -in conjunction with the overall urbanization of the area,
some other sewage disposal method will most likely be required in the
future.
From an environmental health viewpoint the project appears feasible.
NOTE: The applicants revised development plan shows a primary sewage
treatment facility; septic tank and large drainfield.

IV. CONDITIONS:
The Planning Department Staff feels the following conditions would be
appropriate if the proposal is approved.
1. Dedication of the east ten (Y) feet of the advertised property for
right of way purposes.
2. Dedication of a twenty (20) foot radius at.the southwest corner of the
advertised property (northeast corner of mission Avenue and Bowdish
Street), and the Southeast corner of the advertised property (north-
west corner of Fission. and Bates).
3. Improvement of Mission Avenue along the project perimeter to Spokane
County standards. Improvements shall include curbs, sidewalk, drain-
age control and paving to existing pavement:

meter to Spokane County standards. Improvements shall include curbs,
sidewalk drainage control and thirty (30) feet..of paving.

5. Access permits for the advertised property shall be obtained from the
Spokane County Engineer's Office prior to release of building permits
for the project.
6. The advertised property shall be developed in substantial conformance
with the development plan of f-i -le -with this application.
7. Any portion of the project which is to be occupied or traveled by
vehicles shall be maintained in hard surface paving.
B. An on -site storm drainage system for the project shall be approved by
the Spokane County Engineer's Office.
9. A specific landscape plan, planting schedule and provisions for main-
tenance, acceptable to the Spokane County Zoning Administrator shall be
submitted for the project prior to release of building permits.
10. The applicant shall provide a performance bond to cover the cost of
the required landscaping prior to release of building permits.
11. Installation of fire.mains and hydrants in accordance with the require-
ments of the Spokane Valley Fire Marshal.
12. Sewage disposal shall be approved by the Spokane County Health District.

MINUT OF THE PLANNING COMMISSION HEARING OF NO VEMBER 18. 1577
WHEREAS, the Spokane County Planning Commission did hold a public
meeting on November 18, 1577, to consider the testimony and relquests of several
applicants, objectors and other interested parties concerning the below referenced
zone classification upgradings, and other items of business, and
WHEREAS, at said hearing, opportunity was afforded those favoring and
those opposing all items of business, and
WHEREAS, Mr. McCoury, Mrs. Byrne, and Messrs. Kennedy, Main and
Thomas were in attendance and constituted a quorum, and
WHEREAS, the Spokane County Planning Commission fully considered the
testimony given, the environmental review, and all other evidence presented,
recommends to the Board of County Commissioners the following:
1, 7x-l..2-77 AGRICULTURAL TO MULTIPLE FAMILY SUBURBAN: McQUEEN.
That the zone reclassification request be approved to the Multiple Family
Suburban Zone (File Number ZE- 1:12 -77) subject to the conditions as con-
tained in the Planning Staff's findings, dated November 18, 1;•77, and that
a proposed declaration of Non- Significance be issued. The Commission
concluded that the applicant's proposal was compatible with surrounding
land use, and consistent with recent Zone Reclassifications within this
area. (Motion by Mr. Thomas, seconded by Mr. Kennedy; vote was un-
animous) .
2. ZE- 1 ^3-77, AGRICULTURAL SUBURBAN TO LOCAL BUSINESS: OPPORTUNITY'
INVESTMENT CO. That the zone reclassification request be denied. The
Commission concluded that this request would constitute a spot gone.
(Motion by Mr. Thomas, seconded by Mrs. Byrne; vote was unanimous).
A second motion was made and approved requiring the Planning Department
staff to placethis application on the Dece:L:ber 1'1 77 planning Commiss ion
Hearing, but advertised from AGRICULTURAL to RESIDENTIAL OFFICE.

That the zone reclassification request be referred to the Board of County
Commissioners because of a two -to -two vote. (Motion by Mrs. Byrne for
denial was lost for a second; motion by Iv;r. Main for approval, seconded
by Mr. IVIcCoury; vote 2 yes, 2 no).
4. ZE- 12 AGRICULTURAL SUBURBAN TO MULTIPLE FAMILY SUBURBAN:
CAREY: That the zone reclassification request bg approved to the Multiple
Family Suburban zone, subject to the conditions as contained in the
Planning Staff's findings dated November 18, 1577, and that a Declaration
of Non - Significance be issued. The Comic ission concluded that the pro-
posal was compatible with the surrounding land uses, and consistent with
recent zone reclassification within this area. (Vote was unanimous).
