The County Enqineerinq Department has completed a review of
the above referenced project. The following information must be
provided in order for us to proceed with our review.
A) For any new hard surface area, for an asphaltic roof, or
a roof containing HVAC machinery, a drainage plan
for the site shall be prepared in compliance with
Spokane County "Guidelines for Stonawater Management". At
a minimum the plan must contain:
1. Drainage calculations for stormwater volumes
generated on site.
2. Calculations for total impervious surfaces
contained within the site.
3. Finished grade elevations for structures to be
constructed on site.
4. Finished qrade elevations at the top and bottom of
the 208 swale.
5. A typical cross section of the 208 swale.
6. Calculations to justify the nwaber and type of
drywells proposed.
Elevation of drywell inlets where applicable.
8. Copy of the proposed landscape plan.
B) Insufficient information was submitted with the proposal.
We are unable to proceed with our review. We will need
the followinq before we can proceed:
1. Drainaqe plan as specified.
C) Utility Condition: Permittee is responsible for arranging
for all necessary utility adjustments or relocation as
required for completion of the improvement.
D) The owner of the property or the authorized
representative must complete and sign Spokane County
Engineers "Agreement to Pay Fees". This document taust be
returned to the County Engineers Office. Plan review will
not be completed until t,his document is executed. This
document is attached to these comments. Please return
the completed Aqreement to your contact person at the
Engineers Department.
Only after all the information and requirements listed above
are supplied or completed and the necessary review has been
accomplished will your bailding permit be released.

1. General Ovenriew - The owner, Central Fre-Mix, is proposing to construct an 1,800 square
feet addition to an existing buildung. Proposed is Xinclude one phase of a four phase project
planned by the applicandowner. The other phases a truck shop, an office and
warehouse (addition tu trailer), aad an asphalt batch planL P,rcrposed will be a 2 sto ry, dry
stora~ge structure which will be used as a warehouse to store ~r Parts (fau belts, air f lters,
et,c.). Applic,ant stated that the proposed addition will not have any new signage or lighting
and that it will not result ia an increase .in personnel. The applicant will be submitting a
comprehensive site development plan descnbwg the four phase project at a later date.
' The pmposed comes under the authority of the State Environmental Policy Act
(SEPA) whic6 requines a threshold detennination be issued by Spokane County Air Pollution
Control Authority. A copy of this deWrmination and checktist needs to be on file with the
Depattment of Bwldings.

for which no oonditions exist.
3. T'he number of parlong stalls as indicated on the site plan is adequate. The
numbex of parkint stalls required for the pTOposed is 37-40 and 113 spaces are
ide,~tified on the slte plan. Applicant indicaLed that ' tely 60 empioyees

1. Comments were given to the applicant and the Department of Buildings by
Bob 'Itirner.
2. Please submit a drainage plan for the site that is in compliance with Spokane

2. Please submit a copy of the Agreement to Pay Fees signed by the owner.
III. Heaith District (456-6044)
A. Discussion/Requinements
1. c~posed is 9erved by an on site well. It was revommended to the ap~licant
that ~a~ letter of for this on site we11 be obt~ned from the Washin
State ~ea~t~ th located at West 924 Sinto. Contact Tom Welis~at
456-3115 regarding this.
2. Proposed is served by an on site sewage disposal systein located in the
northwest corner of the site. The system is approved for 50 p~rrsons per shift per
day. If tlus number is exceeded, apphcant will need to apply for an extension.
3. Please submit a critical maWials list to the Department of Buildings for
review. It was noted that appficant has fuel storage on the premise. If it is
' d that the pmposed is a critical aterials user, the owner will be
required to sign a Sampling Agreeme.nt. The agreement allows the Health
District to sample the effluent of the septic tank on an annual basis. All costs for
sample rebrieval and analysis shall be paid by the owuer.
3. All canstruction debris shall be taken to a lioensed landfill.
4. No on-site burning or burial of debris will be allawed.
B. Permit Release Requirements
1. Please subrrut a critical matierials Lst aad sampling agreement to the Depart-
meot of Buildings for review.

IV. Fire District No. 1(92$-2462)
A. Discussion/Requirements
1. Fire flow for the proposed must be guarant~eed ta be 1,500 G.P.M. at any one
fire hydrant. This requirement is presently being met.
2. Four (4) tio five (S) fire hydraats will be required to be installed for the
proposed four phase project. The exact number has not yet been deCermined.
3. A lock (Knox) box entry system for fire deparbnent personnel a,ccess is
required tio be installW. Forms for ordering was given t4 the apglicant. The
cmmpleted forms are to be returned to the fire district prior to release of the
building permit. Moded #3200 is recommended by the fire district. The box
shall be insialled prior to accupancy.
4. Applicant must provide a backup power supply for tfie overall comprehensive
plan, which can be either nauual gas or diesel.
5. Applicant must also provide for a centrai monitoring system for both heat and
smoke.
B. Permit Release Requirements
1. The Fire District is ready to release their portion of the building permit.
V. Department of Buildings (456-3675)
A. Discussion/Requirements
1. Plan review has been completed on the site plan only and a letter will be seat
to the applicant by Tom FostlewaiL He will discuss these items in detail with the
applicant at any future time.
2. The proposed building is beang classified as a H-4 occupancy. Please verify
if it can be classified as Group B, Division 2 oocupdaacy.
3. If oonstrucdon specifications requine concrete with a design strength aver
2,500 p.s.i., high strength bolting, or structural welding, special inspections will
be required on the proposed. Please indicate the name of the testing labaratory
and submit copies of the inspection reports to the Department of Buildings for
review.
4. Please submit an updat,ed critical materials list for review.
5. Please verify that all beams and steel joists are one-hour. Submit information
regarding landing sizes, exit doors, stair detail (dimensions, heaght, etc.), roof
uisulabon R values, lighting budget, suspended ceiling information (meeting the
earthquake requirement), fire extinguishers, signs for load requirements on the
2nd floor, etc. (see plan review letter for specifics).
6. Please submit fabrication information and shop drawings on all steel compo-
nents, concrete walls, and floor systems.

7.' Spriatilet systems are required•for H-4 oocupancy over 3,000 squarz feet in
size. A separation can ~be made between the H-4 aad B-2 occupancies via rated
doors and walls.
6. The front page (oaver sheet) of the construction drawings shall cantain, at a
minimuai, the professional stamp with an ~ dated signaiure. This cover
sheei shatl iaciude the building addt~ess, 1ega1 description and index of gages
being submitted under the professional stamp.

are proposed and no new area of drainage wiU add to ansting drywell coverdge.
Landscaping for this proiecY will remain as it eaosis. No new landscaping is reqnired. All
