BACKGROUND/ANALYSIS The applicant has indicated that due to the irregular shaped lot and the railroad tracks to the north, this proposed use would be a good buffer for the potential single family homes to the south and east. The proposed density of 7.5 units per acre is considerably less than an allowed density of 21 units per acre under the Multiple Family Suburban classification. The subdivision now developing to the east of the site has a density of 3.5 units per acre with less dense development occurring to the west and south. This proposal is consistent with the 1981 Comprehensive Plan and would serve as a good buffer between the railroad tracks and single family uses to the south and east. This project lies within the boundaries of the Aquifer Sensitive Area as defined in Chapter 10 - Water Quality Section 10 of the Generalized Comprehensive Plan. The Planning Department Staff recognizes the impacts and recommendations stated in Chapter 10 - Water Quality, however, at this time supports the conditions provided by County Utilities and County Health, until such time as the priority Sewer Area is adopted in conjunction with the 201 Comprehensive Wastewater Management Plan. IV. AGENCIES RECOMMENDED CONDITIONS a) COUNTY PLANNING DEPARTMENT 1 . Approval by the Zoning Administrator of a specific lighting and signing plan for the described property prior to the release of any building permits. 2. A specific landscape plan, planting schedule and provisions for maintenance acceptable to the Spokane County Zoning Administrator shall be submitted with a performance bond for the project prior to release of building permits. 3. The applicant shall develop subject property generally in accord- ance within the concept presented to the Hearing Examiner Committee. Minor variations when approved by the Zoning Admin- istrator will be permitted, including, but not limited to the following changes: Building location, landscape plans, and general allowable uses of the permitted zone. All variations must conform to regulations set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. 4. All current standards of the Multiple Family Suburban Zone, as amended, shall be complied with in the development of this site. 5. Landscaping shall be provided for this site, in conformance with Standards as identified in Section 4.07A.120 Landscaping. 6. Applicant shall comply with '208' recommendations concerning stormwater runoff and provide necessary landscaping for runoff. /3 ZONE RECLASSIFICATION NUMBER: ZE-12-81 7. Applicant shall comply with all agency's regulations as amended prior to issuance of building permits. 8. That the provisions of SEPA's NOTICE OF ACTION pursuant to Chapter 43.21C.080 RCW and the Board of Spokane County Commissioners Resolution #77-1392 be initiated by the project applicant within thirty (30) days of final disposition of this application, and prior to any on-site improvements. 9. Pursuant to the provisions of Chapter 43.21C RCW, the SEPA Guidelines (WAC 197-10) and the Spokane County Environmental Ordinance (SCEO), a proposed declaration of non-significance has been issued at least fifteen (15) days prior to this date; the official file, written comments and/or public testimony contain information regarding assessment of the proposal's adverse impacts to the physical environment; a finding is hereby made that no potentially significant adverse impacts upon the physical environment are anticipated as a result of the project; and a final declaration of non-significance is hereby to be issued. 10. Applicant shall provide one (1) covered parking space for each unit and two (2) paved parking spaces per unit (to include the one covered space). 11 . Driveways shall be paved from street pavement to front end of parking stall. 12. Applicant shall fence the site. b) COUNTY ENGINEERING DEPARTMENT 1 . Applicant shall construct a paved and delineated access approach(s) to meet the existing pavement on Railroad Avenue. 2. Applicant shall construct cement concrete curb and pave to the existing pavement adjacent to the property on Frederick Road. 3. Applicant shall submit for approval by the Spokane County Engineer road, drainage, and access plans prior to the issuance of a building permit on the property. 4. The applicant shall submit for approval by the Spokane County Engineer and the Spokane County Health District a detailed combined on-site sewage system plan and surface water disposal plan for the entire project prior to the issuance of any building permit on the property. 5. A parking plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. That the Board finds that the proposal is located within the recorded water service area of Irvin Water District and that the District indicates there is an adequate system capacity, and that they are desirous of serving the proposal for domestic, fire and irrigation purposes. 12. All variations must conform to regulations set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. 4. All current standards of the Multiple Family Suburban Zone, as amended at the time the building permit is applied for, shall be complied with in the development of this site. 5. Landscaping shall be provided for this site, in con- formance with Standards as identified in Section 4.07A.120 Landscaping. 6. Applicant shall comply with '208' recommendations concerning stormwater runoff and provide necessary landscaping for runoff. • 7. Applicant shall comply with all agency's regulations as amended prior to issuance of building permits. 8. That the provisions of SEPA's NOTICE OF ACTION pursuant to Chapter 43.21C.080 RCW and the Board of Spokane County Commissioners Resolution #77-1392 be initiated by the project applicant within thirty (30) days of final disposition of this application, and prior to any on-site improvements. 9. Pursuant to the provisions of Chapter 43..21C RCW, the SEPA Guidelines (WAC 197-10 and the Spokane County Environmental Ordinance (SCEO), a. proposed declaration of non-significance has been issued at least fifteen (15) days prior to this date; the official file, written comments and/or public testimony contain information regarding assessment of the proposal's adverse impacts to the physical environment; a finding is hereby made that no potentially significant adverse impacts upon the physical environment are anticipated as a result of the project; and a final declaration of non-significance is hereby to be issued. 10. Applicant shall provide one (1 ) covered parking space for each unit and two (2) paved parking spaces per unit -- (to include the one covered space). Applicant shall submit for approval . by the Spokane County Engineer road, drainage, and access plans prior to the issuance of a building permit on the property. 4. The applicant shall submit for approval by the Spokane County Engineer and the Spokane. County Health District a detailed combined on-site sewage system plan and surface water disposal plan for the entire project prior to the issuance of any building permit on the property. 5. A parking plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving or surfacing as approved by the County Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 6.
