AGENDA ITEM TITLE: Permanent Homeless Housing Task ForceVacancies
BACKGROUND:In August of 2023 the City decided to take over management of some recording fee dollars that are
earmarked for housing and homeless services. To comply with state law for management of these dollars, the City Council
approved a resolution in September 2023 to create an interim Homeless Housing Task Force.
With the original mandate for the interim Task Force set to expire at the end of 2024, the topic was brought for discussion
at the December Task Force meeting. The interim Task Forcerecommendedextending the interim Task Force through
March 31, 2025, as well as a recommendation to increase the number of seats on the future permanent Task Force, and
recommendations for specific sectors to include on the permanent Task Force.
Per Resolution No. 24-014, adopted by Council on December 23, 2024, the term of the interim task force was extended
to March 31, 2025or until the permanent task force is established.And on January 21, 2025the City Council approved
Resolution 25-001 that expanded the number of seats on the permanent Task Force, and included a list of
sectors/participants for the permanent Task Force.
Specific sectors identified for possible inclusion in the Future Task force includeup to four positions from the following
sectors:
A person with lived experiencewith homelessness (up to two positions from this category)
Philanthropy
Behavioral health/Spokane Regional Health
Healthcare providers
Law & Justice
Private housing developer/provider
Recommendations to fill some of the above positions are needed. Ideal candidates will live in the City of Spokane Valley
and have the ability to attend regular meetings and participate in the work of the Task Force.

AGENDA ITEM TITLE: City Property RFP Update
BACKGROUND:In 2024the Cityused funds earmarked for affordable housing to purchaseapproximately 1.35acres of
rd
land at the corner of E 3Ave and S Carnahan Rd. This property is located near transit, groceries, other services, and
has easy access. An existing home on the propertywasrelocated, and a Phase I Environmental Site Assessment has been
st
completed. The City also owns an additional parcel (.15 acres) located at 4908 E 1Ave. Both parcels are located in the
Corridor Mixed Use (CMU) zone, which allows for some of the most flexible uses and housing types permitted in the city,
including mixed use developments, multi-family, etc.
Per Council direction, the City issueda request for proposals (RFP) for mixed income housing development projects to
house seniors, missing middle and/or provide homeownership opportunities.The City intends to grant a possessory
interest of the land through property transfer to the chosen applicant at no cost only for the portion of the property that
will be used for affordable housing, as outlined in state law. The City received three proposals to develop the property.
Staff from several departments met with each of the applicants to discuss proposals and answer questions in preparation
for applicant presentations to Council which are currently scheduled for the regular March 11, 2025Council meeting. The
CityCouncil will then continue to review proposals and make a final determination of the project award.The City
anticipates that City Council final determination and award will occur at the Council meeting on April 1, 2025.Below is a
chart summarizing these important dates; these are subject to changeas necessary:

As part of the planning for this RFP, the City coordinated with Spokane County’s Housing & Community Development
(HCD) department. The HCD department did not receive any applications related to the development of this property,
despite intentional efforts by both the City of Spokane Valley and Spokane County staff to inform potential applicants of
the coinciding opportunities.

AGENDA ITEM TITLE: Outreach Program Funding from Spokane County
BACKGROUND:
The City’s Outreach program includesa SVPD Homeless Outreach Deputy, and a social worker (contract with Frontier
Behavioral Health)that co-deploys as asingle unit in the field, each specializing in and focusing on their respective roles
to provide more versatile andresponsive services both to those experiencing homelessness, and to the community at
large.
In late 2024 Spokane County staff identified an awarded outreach program that had failed to spend the funding allocated
to their project.Because the funding would be lostby Spokane Countyif not used by the end of the contract period on
June 30, 2025, County staff worked with the City to find a way to use the funding. The City requested funding to pay for
the current outreach program andadd an additional .5FTE case manager position, bringing the total to 2 FTEpositions.
In addition to the City’s contracted outreach costs, this funding can be used to cover a portion of the homeless outreach
officers’ salaries, and all allowable costs may be incurred beginning January 1, 2025through June 30, 2025. Ultimately,
theSpokane County awarded $227,486forthe City’s homeless outreach program.
In January 2025, the City also submitted an application through the Spokane CountyHousing Community Development
(HCD) 2025 Request to partially fundthe outreach programfor July 2025through June 2027. The HCDAdvisory
Committee will be making a recommendation to the BoCCin March. If successful, this award will free up local recording
fee dollarsfor other homeless programs and/or a reserve for the fund.
