INC Planning Commission Recommendation: Approve the South 400 feet of the East 285.5 feet of Tract 23 to the Residential Office Zone subject to the following conditions A. Conditions 1. Installation of curb, sidewalk, drainage control and paving to existing oil along Mission Avenue. 2. Dedication and improvement to County standards of 60 foot cul de sac street extending from Mission Avenue north along the west boundary of the approved property. Improvements shall include curbing, side- walk, drainage control and paving. (Note: The County Engineer's Office is studying the feasibility of connecting the proposed street to Nora Avenue. Alignment of the connection may affect the proposed apartment project as well as the proposed parking area of Stage II, Medicus Office Building.) Continue consideration of the balance of the proposal until the applicant has submitted a revised development plan incorporating the recommendations of the County Engineer's Office for the Mission - Nora connection. Background In 1968 a preliminary Planned Unit Development Plan was submitted to the Commission for a 16 acre parcel north of the Spokane Valley General Hospital (ZE- 40 -67, Wolff). The east portion of the Planned Unit Development site has been utilized for a convalescent center. The applicant proposes to use the southeast quadrant of the advertised property for a five -story medical office building to be constructed in two stages. The Planning Commission is of the opinion that the performance standards contained in the Residential Office Zone would be sufficient to control development of the project; i.e., Planned Unit Development approval is not required. B. Reasons 1. The approved quadrant is vest of an existing medical facility (Opportunity Convalescent Center) and is north of the Spokane Valley General Hospital. - 17 - (contd.) The subject property is located on the fringe of a residential neighborhood rather than toward the interior. 3. The Planning Commission is of the opinion that the property can be developed to conform with similar medical - hospital developments to the east and south in accordance with the performance standards of the Residential Office Zone.
