General Overview - The owner, Circle M Construction, is proposing to construct an 1,200 square feet office addition to an existing building. Proposed will be used as a mainte- nance/repair facility. Applicant indicated that no warehouse is proposed and that he does not have any walk in customers. The applicant employs 12 people total, with only 5 being on this site. Applicant stated that he has 15 pieces of equipment at the present time. The site is 5 acres in size. It was noted Yhat a short wall was poured for a shop addition (to the north of the existing building) by the previous owner, however, the current owner (the applicant) will not be going ahead with this construction. S Y OF DEPARTMUSTAL REQ TS: 1. Planning Department (456-2205) A. Discussion/Requirements 1. The proposed is located in an I-3 zone. The proposed use is allowed in the zone. 2. The proposed is located on parcel number 06553-0181. 3. The parcel is effected by zone change ZE 48-058, which has no conditions. 4. Parcel boundary changes have occurred on this parcel and no documentation exists in the Planning Department regarding this. Any parcel boundary changes must be registered and approved by them. If the current owner dces not have any documentation to support the parcel boundary changes, a Certificate of Exemption will need to be obtained for the subject property. - 1 - r . 5. The parking as illustrated on the sitc plan is adequate. Twenty-four (24) spaces are required, and twenty-nine (29) are shown. All parking and all traveled surfaces are required to be paved, plus they must have striping and curbing. If equipment used by the applicant is cleated, please identify it as such on the revised site plans. 6. The minimum landscaping requirements of the code are required to be met for the parking area. A minimum of 10 % of the parking area is to be land- scaped. Also, all parldng sta.lls are to be located within 60 feet of a landscape feature consisting of 32 square feet in area. Landscaping located between the the parldng area and the building will not count towards meeting this requirement. Please submit an esdmated from a nursery including size, type, and quantity of landscaping, itemized cost of the imgation system, and the cost of labor along with a promissory letter from the owner stating the landscaping will be installed. 7. A five (5) foot wide strip of Type III landscaping is required along Euclid Avenue with a maximum height of four (4) feet. However, if the valuation of the remodeling is less than 50 % of the assessed valuation of the existing building, this requirement will only be a recommendation and not a requirement. Please submit documentation to the Planning Department. 8. Proposed must meet the conditions of the Spokane County Air Pollution Control Authority for dust control. If applicant wnshes to not pave the entire parldng area, a waiver must be obtained from Spokane County Air Pollution Control Authority (456-4727). 9. Noise standards in accordance with W 173-60 must also be met. 10. Please submit a revisse~d site plan with a scale illustrating the parcel bounda- ries and dimensions; setbacks from the north, south, and east boundaries of the site; use of existing structure and the square footage of use; building height; area of illumination for lighting; height of fencing; utility easements; and parldng to be paved. Please omit the previous short wall from the revised site plans if it is not part of the current proposal. B. Permit Release Requirements 1. Please submit a Certificate of F.xemption. 2. An esti mate from a nursery including size, type, and quantity of landscaping along with a promissory letter from the owner stating the landscaping will be installed shall be submitted. 3. Please submit a revised site plan with a scale illustrating the parcel boundaries and dimensions; setbacks from the north, south, and east boundaries of the site; use of existing structure and the square footage of use; building height; area of illumination for lighting; height of fencing; utffity easements; a landscaping plan; and parldng to be paved. Please omit the previous short wall from the revised site plans if it is not part of the current proposal. -2- . ~ II. Division of Engineering & Roads (456-3600) . A. Discussion/Requirements 1. Comments were given to the applicant and the Department of Buildings by Bob Turner. 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management. a. Drainage calculations for stormwater volumes generated on site. b. Calculations for total impervious surfaces contained within the site. c. Finished grade elevations for structures to be constructed on site. d. Finished grade elevations at the top and bottom of the 208 swale. e. A typical cross section of the 208 swale. f. Calculations to justify the number and type of drywells proposed. g. Elevation of drywell inlets where applicable. h. Copy of the proposed landscape plan. On the revised site plans, please indicate the existing 208 area. The applicant indicated that he would like to move this existing area and reroute it. Discussion was held regarding drainage problems that exist on the site. Please identify the grading on the site and what will be occurring on the site to deal with the natural drainage that has been identified as existing on the site. 3. Approach germits shall be obtained for new driveway approaches along Euclid Avenue. 4. A RID/CRP Agreement, Notice to the Public No. 6, for Euclid Avenue needs to be recorded. Please submit a copy of the recorded property deed to the Division of Engineering & Roads, so that the agreement can be prepared. This was previously required, but no record exists of it being executed. 5. An additional 20 feet of future set aside needs to be allowed for along Euclid Avenue. 6. All traveled surfaces must be paved. 7. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Division of Engineering & Roads. Plan review will not be completed until this document is executed. B. Permit Release Requirements 1. Please submit a drainage plan as described above for review and approval. 2. Approach permits shall be obtained for driveway approaches along Euclid Avenue. 3. Please submit a RID/CRP Agreement, Notice to the Public No. 6, for Euclid Avenue. 4. Please submit a copy of the Agreement to Pay Fees signed by the owner. -3- III. Health District (456-6040) A. Discussion/Requirements 1. The water purveyor for the proposed is Consolidated Irrigation District No. 19 (924-3655). Please contact the water purveyor to review requirements for back flow preventers. 2. 1'he previous owner applied for an on-site septic system, which was rejected by the Health District as the owner was identified as a critical materials user. If anyone is identified as a critical materials user, no septic system is allowed, and it is illegal to have a drainfield. Applicant indicated that he was told by the previous owner that the site had a drainfield. Critical material users outside of the sewer service area, must utilize a holding tank which is pumped on a regular basis, and disposed of at the city treatment plant. If sameone is identified as not a critical materials user, then a drainfield with a septic tank is allowed. Current- ly the site is served by a 1,000 gallon holding tank located approximately 6 feet off the northeast corner of the building. Discussion was also held as to the possible existence of a 2nd holding tank off of the northwest corner of the building. The applicant stated that he was told by the previous owner that this holding tank was for the floor drains only. In this case, it would not be the jurisdiction of the Health District. If the present system (as on record at the Health District) of a holding tank continues to be used by the applicant, a copy of the pumping agreement that the applicant has with a pumping company needs to be on file. 3. Please submit a critical materials list to the Department of Buildings for review. The applicant was advised that if it is determined that the use activity is not classified as a critical materials user, a permit for installing a drainfield system may be considered. 4. All construction debris shall be taken to a licensed landfill. 5. No on-site burning or burial of debris will be allowed. B. Permit Release Requirements 1. Please submit a critical materials list to the Department of Bui.ldings for review. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed has been calculated for 4,500 G.P.M.. 2. One (1) fire hydrant already euists and one (1) additional fire hydrant is required to be installed in the southeast corner of the site. The fire hydrant shall be installed as per an approved water plan. Prior to the preparation of the water plan, the applicant shall contact Consolidated Imgation District No. 19 at (924-3655) as soon as possible to obtain the purveyor requirements including specifications. The water plan shall contain the location of the hydrant, hydrant assembly detail, and plumbing detail. The water plan shall be submitted to the fire district and water purveyor for approval prior to installation. The fire -4- . . hydrant shall be installed prior to occupancy. (NOTE: Any future expansion will require another fire hydrant be added in the northeast vicinity of the site. ) 2. A lock (Knox) box entry system for fire department personnel access is required to be installed. Forrns for ordering was given to the applicant. The completed forms are to be returned to the fire district prior to release of the building permit. The box shall be installed prior to occupancy. The Fire District recommends model #3200. 3. The gate to the east of building needs to be accessible by the Fire District. This can be accomplished by using a non-case hardened chain or lock. B. Permit Release Requirements 1. The order form for the lock (Knox) box entry system shall be submitted to the Fire District prior to the release of the building permit. V. Department of Buildings (456-3675) A. Discussion/Requirements 1. Plan review has been completed on the site plan only and a detailed letter was given to the applicant by Tom Postlewait at the end of the meeting. 2. The proposed building is being classified as H-4 occupancy. 3. Please submit a critical materials list to the Department of Bui.ldings for review. If applicant is determined to be a critical materials user, a clean up procedure must also be filed along with the company contracted with to clean up any spills. 4. Please submit information on how construction will be accomplished so as to protect the basement from flooding. The applicant indicated that he tentatively proposes to grade the site in such a way as to prevent flooding from occurring. 5. Applicant indicated that the design strength of concrete would not be over 2,500 p. s. i. . Special inspections are required for stnictural welding on the steel welded columns. Please indicate the name of the testing laboratory and submit copies of the reports to the Department of Buildings. 6. The proposed shall meet the minimum requirements of the Regulations for Barrier-Free Facilities. 7. Please identify how the B-2 and H-4 occupancy will be separated. 8. The front page (cover sheet) of the construction drawings shall contain, at a minimum, the professional stamp with an original dated signature. This cover sheet shall include the building address, legal description and index of pages being submitted under the professional stamp. -5- e ' B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during the meeting and other items from the plan review letter needs to be submitted for review and approval. APPLICANT'S CO /ACKNOWLEDGEMENT: The applicant acknowledged that all comments/requirements were understood and had no further questions at this time regarding permit requuements. CORRFCTIONS: To minutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. To site plans as required by any or all of the above-listed departments shall be submitted to the Department of Buildings who will then distribute accordingly to those departments. To date we do not have a record of that document being executed. Consequently we are requesting that the Department of Building and Safety not issue a Certificate of Occupancy for the addition until the agreement has been signed and returned to the Engineers Department. General Overview - Proposed is the construction of a 2,000 square foot addition on to an existing truck maintenance building. The number of employes will stay the same and the applicant stated that he is not anticipating any future additions at this time. II. Construction Time - The applicant would like to begin construction as soon as possible. SUMMARY OF DEPARTMENTAL REQUIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. The correct parcel number for the project is 06553-0180. Segregation of the parcel needs to be verified with the Planning Department. 2. Parking for the proposed addition will need to be calculated by the Planning Department. Calculations will be based on square footage and uses of the building. 3. A permit must be obtained for any new signs located at the site. The permits may be obtained at a later date. - 1 - . ' • , , ,rf ' 4. All landscaping requirements associated with any new parking spaces, must, be met for the proposed project. Allan deLaubenfels stated that he could meet with the applicant at a later time to discuss the landscaping requirements for the proposed addition. B. Permit Release Requirements 1. Please submit a revised site plan illustrating _ parking and landscaping for review and approval. ' 2. An estimate from a nursery, including size, type and quantity along with a promissory letter from the owner stating the landscaping will be install shall be submitted. II. Engineering Department (456-3600) A. Discussion/Requirements 1. Comments were given to the applicant and Building and Safety by Gary Nelson. 2. Please submit a drainage plan for the proposed. At a minimum the plan shall contain the following: drainage calculations for stormwater volumes generated on site, calculations for total impervious surfaces contained within the site, finished grade elevations for structures to be constructed on site, finished grade elevations at the top and bottom of the 208 swale, atypical cross section of the 208 swale, calculations to justify the number and type of drywells proposed, elevation of drywell inlets where applicable, and the plan should show the approved 208 swale for the existing building. 3. If the existing swale areas are to be used, calculations are to be submitted in order to determine if the size is sufficient to accommodate the new addition. 4. Your contact person at the County Engineering Department is Gary Nelson. B. Permit Release Requirements 1. Please submit a drainage plan as described above for review and approval. - 2 - ' , ' • ' III. Health District (456-6040) A. Discussion/Requirements 1. The exiting holding tank on the site is adequate. There is no ground disposal on site. 2. Daryl Way stated that he has a concern with the waste oil barrels located on the site. The barrels are leaking and need to be contained. Daryl suggested that the . applicant install a concrete slab containing a fuel ' resistant liner surrounded by a four inch curb so that the waste oil can be contained and disposed of properly. 3. Please submit an updated critical materials listing to Building and Safety for review. B. Permit Release Requirements I. The Health District has released their portion of the building permit. IV. Building and Safety (456-3675) A. Discussion/Requirements 1. Plan review has been completed by Tom Postlewait and a letter will be sent to the applicant. Comments included handicap requirements, energy requirements, ventilation requirements, verify that the doors swing out not in, seismic zones and floor drains. 2. Please submit stair details and truss diaarams for review and approval. 3. Footings must be three feet below grade. 4. The attic must contain draft stops every 60 feet. 5. Please specify the mezzanine usage and illustrate guardrail or railing on plan. 6. Special inspections will be required on concrete if over 2,500 p.s.i. - 3 - ' ' r ~ ' ' B. Permit Release Requirements . # 1. Two complete revised sets of plans addressing the items discussed during and after the meeting and other items from the plan review letter needs to be submitted for review and approval. "APPLICANT'B COMMENTS/ACRNOWLEDGEMENT: _The applicant acknowledged that all comments/requirements were understood and had no further questions at this time regarding per'mit requirements. CORRECTIONB: To minutes or changes from what appears in the minutes, we should be notified within one day of your receipt of these minutes. To site plans as required by any or all of the above-listed departments shall be submitted to Building and Safety who will then distribute accordingly to those departments.
