Planning Commission Recommendation: ApArove for the followinq reasons
and subject to the following conditions:
A. Reasons
1, Previous Zoning Study:
In 1957, the Planning Commission conducted a land use study of
iJorth Sullivan Road between Sprague Avenue and the Valley Free-
way. At that time "Agricultural" zoning was proposed to be
retained as the east side of Sullivan Road had been zoned
Agricultural during the previous year (1956). The proposed 1957
zoning plan recommended "Restricted Residential" zoning for the
�/eradale Park Addition directly west of the proposed motel site
and recommended Commerciai and Transient Living zoning at
Sprague and Sullivan.
2. Freeway Commercial land use has not been fully investigated for
property surrounding the Valley Freeway interchanges except for
the consideration reeently given to the North Pines Road Zoning
Study, It N�as recornmended in that study that a possible Freeway
Commercial �one could be implemented on the north side of the
Pines Road Freeway Interchange.
The subject property is in a good location to serve freeway traffic
andis situated on top ofthe south bank of the interchange. This
elevated position removes the proposed facility from grade level
of the Freevoay and places it on the level of the residential
neighborhood to the west across Sullivan Road, Surrounding
property east of Sullivan Road between Broadway and the Freeway
is undeveloped residentially and presently in agricultural use,
Because of the existing residential plat (Veradale Park) to the
west of Suliivan Road, particular attention should be given to
separation and screening of the proposed complex from the exist-
ing residential area. Control of all signs and lighting should be
noted on the applicant's development plan.
3. Preliminary discussions between the applicant and the staff, the
VJashington State Highway Department and the staff, the Spokane
County Engineer's and the staff, were related to the Planning
Commission at the hearing and discussion by the Commissi�n and
the applicants resulted in the recommendation that the conditions
listed below be impiemented in the final Development and Traffic

Control Plan. 4`Jith these conditions we are of the opinion that
the development would not increase traffic congestion so as to
break down the design of the limited access highway interchange
nearest to the proposed Freeway Commercial Zone; provide for
proper handling of traffic on the County road(s) providing direct
access to tne proposed Freeway Commercial Zone; and prevent or
minimize adverse effects upon adjoining land developed or zoned
for residential use.
-B. Conditions
The Planning Commission recommends that the zone change be approved
for Freeway Commercial zoning, that the development plan presented
at the hearing be identified as the DeveloAment and Traffic Control
Plan controling development of the property and that the foliowing
deletions, additions, and changes be incorporated into said Develop-
ment and Traffic Control Plan;
1. Thatthe indicated service station not be approved a:th:s time,
pending receipt of more detailed plans to be reviewed by the
Commission.
2. That the property access on Sullivan Road be shifted as necessary
to line up with Niission Avenue to the west.
3. That the applicants dedicate the west ten (10) feet of the property
forthe purpose of widening Sullivan Road. •
4. That improvements to Sullivan Road as indicated on the plan as
submitted by the County Road Department be made by the
applicant; such improvements to include pavement widening and
painted channelization from the north property line to the center-
line of Nlission Avenue,
S. That tne applicants install curbing and sidewalks on the east side
of Sullivan for the entire length of the property in accordance with
standard specifications of the County Engineer.
G. That an ornamentai masonry wall �? 1/2 feet high or a pianted
hedge (consisting of plants chosen to rapidly reach that height)
be installed by the applicant, five feet in from the property line
on the tvest and south perimeter of the property (access drive-
ways excepted) and that the space between said wall or hedge
and the •sidewalk on Suliivan (the property line on the south

perLmeter) be completely and permanently landscaped with low
evergreen shrubs. Trees may be included in such landscaping
provided their location and species are approved by the County
Road Department. An automatic sprinkler system shall be in-
stalled within the required landscaping space.
7. Plans and specifications for signs and parking area lighting shall
be submitted by the applicant and approved by the Commission
prior to installation.
II. iJecessary easements shall be granted to the 'vVashington State
Highway Department for the relocation of existing directional
signs.
9. A sewage disposal plan meeting the requirements and specifica-
tions of the County Health Department shall be submitted and
approved pdor t:o the issuance of any construction or occupancy �
permit s .
