The following information must be provided in order for us to proceed with our review. A) For any new hard surface area, for an asphaltic roof, or a roof containing HVAC machinery, a drainage plan for the site shall be prepared in compliance with Spokane County "Guidelines for Stormwater Management". At a minimum the plan must contain: 1. Drainage calculations for stormwater volumes generated on site. 2. Calculations for total impervious surfaces contained within the site. 3. Finished grade elevations for structures to be constructed on site. 4. Finished grade elevations at the top and bottom of the 208 swale. 5. A typical cross section of the 208 swale. 6. Calculations to justify the number and type of drywells proposed. 7. Elevation of drywell inlets where applicable. 8. Copy of the proposed landscape plan. B) The subject property is affected by the "Findings and Order" and the "Conditions of Approval" for the following land use action: Spokane County Zone Change No. ZE-83B-82C C) Insufficient information was submitted with the proposal. We are unable to proceed with our review. We will need the following before we can proceed: l. Site Plan. 2. Drainage plan as specified. 3. Other information: a. A parking and traffic circulation plan shall be submitted and approved by the Spokane County.Engineer. The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving as required by the County Planning Ordinance, will be required for any portion of the project which is to be occupied or traveled by vehicles. It is illegal to back out onto the Right of Way. D) Utility Condition: Permittee is responsible for arranging for all necessary utility adjustments or relocation as required for completion of the improvement. ~ Page 2 E) The owner of the property or the authorized representative must complete and sign Spokane County Engineers "Agreement to Pay Fees". This document must be returned to the County Engineers Office. Plan review will not be completed until this document is executed. This document is attached to these comments. Please return the completed Agreement to your contact person at the Engineers Department. The applicant or his representative has been given a minimum requirements list. This list is not inclusive of all the requirements needed but should be used as a minimum guideline. Without the "minimum" requirements the Engineers Department may not be able to perform a complete review of the project and could result in prolonging the period before permit issuance. Only after all the information and requirements listed above are supplied or completed and the necessary review has been accomplished will your building permit be released. COUNTY PLANNING DEPARTMENT Changed Conditions and Existing Conditions Are: 1. All current standar+ds of the Commercial Zone, as amended, shall be complied with in - the development of this site. The site shall conform to conditions stated herein and after January l, 1991 shall comply with the Crossover Zone for this site. 2. The applicant shall develop subject property generally in accoriance within the concept presented to the Hearing Examiner Committee. Variations when approved by the Zoning Administrator will be peimitted, includ.ing, but not limited to the following changes: Building location, landscape plans, and general allowable uses of the permitted z,one. All variations must conform to regulations set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. (Site plan contained in ZE-83A-82 and ZE-83B-82 for south 100' for car wash.) 3. The specific development plan will be submitted for Planning Department review and approval prior to issuance of building pernuts. 4. A specific landscape plan, planting schedule and provisions for maintenance acceptable to the Spokane Counry Zoning Administrator shall be submitted with a performance bond for the project prior to release of building pernuts. Landscaping shall be installed and maintained such that sight distance at access points is not obscured or impaired. a. Landscaping shall be provided along Pines Road 20' wide and 10' wide along Alki Avenue, Type IlI. b. Landscaping shall be provided along at least two sides of all buildings within this project or as approved by the Zoning Administrator. This condiaon shall be such that the quality of the project be maintained but flexibility is allowed to provide an alternative in aestheacs for the project. 5. Approval by the Zoning Administrator of a specific light ing and signing plan for the described property prior to the release of any building pemzits. . HEC Order for ZE-83B-82 Page 3 6. A 6-foot sight-obscuring fence be provided along the west property line; except said fence to be 3 feet in height within the firont 35 feet from Alki Avenue and Valley Way and that a 40 foot wide access easement be shown on the site plan along the western property line. Landscaping and easement improvement to be determined by the Planning Department. Landscaping shall be located along the edge of the access easement and shall be Type II and shall be improved as the need presents itself. 7. The present proposal is not detailed enough to deteimine whether or not the use of or materials stored on the site are in compliance with Chapter 4.16A (Aquifer Sensitive Area Overlay Zone) of the SPOK:ANE COUNTY ZONIlVG ORDINANCE. Accord.ingly, as a condition of approval, the sponsor/applicant shall be required to file with the Spokane County Auditor, within thirty (30) days of the signing of Findings and Order of the final decision in this matter, a"Notice to the Public" which shall " provide in material as follows: PRIOR TO TBE ISSUANCE OF ANY BUILDING PERMTT OR CERTIRCATE OF OCCUPANCY FOR ANY BUILDING OR ANY USE ON THE PROPERTY DESCRIBID HEREINAFI'ER, TI-E A.PPLICANT SHALL BE RESPONSIBLE FOR COMPLYING WTTH THE PROVISIONS OF SPOK:ANE COUNTY ZONING ORDINANCE C'HAPTER 4.16A (AQUIFER SENSITIVE AREA OVERLAY ZONE). Applicant shall ded.icate 10 feet on Allci and Valley Way for right-of-way prior to any use of the property. 2. Applicant shall dedicate a 20 foot radius on Alla and Pines Roa.dJValley Way and Pines Road prior to any use of the property. 3. Access pemuts for approaches to the County Road System shall be obtained from the ` Spokane County Engineer. 4. Access pemrits and improvements to Pines Road must be approved by the Washington Department of Transportation. 5. Applicant shall improve Allci Avenue in a manner consistent with Spokane County Typical roadway section No. 1 minimum paving width Access Standard. 6. Applicant shall improve Valley Way in a manner consistent with Spokane Typical roadway Section No. 1 minimum paving width Access Standard. 7. Applicant shall submit for approval by the Spokane County Engineer road, drainage, and access plans prior to the issuance of a building permit on the property. 8. The applicant shall submit for approval by the Spokane County Engineer and the Spokane County Health District a detailed combined on-site sewage system plan and surface water disposal plan for the entire project prior to the issuance of any building permit on the property. 9. A parlcing plan and traffic circulation plan shall be submitted and approved by the Spokane County Engineer prior to the issuance of a building permit on the property. The design, location, and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Paving or surfacing as approved by the Counry Engineer, will be required for any portion of the project which is to be occupied or traveled by vehicles. 10. The word "applicant" shall include the owner or owners of the property, his heirs, assigns, and successors. 11. The construction of the road improvements stated herein shall be accomplished as approved by the Spokane County Engineer. 12. All required improvements shall conform to the curnent State of Washington Standard Specifications for Road and Bridge Construction, and other applicable county standards and/or adopted resolutions pertaining to Road Standards and Stormwater Management in effect at the date of construction, unless otherwise approved by the County Engineer. COUNTY UTILITIES DEPARTMENT No New Conditions; Existing Conditions as Follow: 1. Any water se,rvice for this project shall be provided in accordance with the Coordinated Water System Plan for Spokane County, as amended. 2. Connection is to be made to the North Pines U.L.I.D. Sewer plans must be . approved by Utilities Deparnnent, and a sewer connection permit must be taken out prior to construction. COUNTY HEALTH DISTRICT No New Condirions; Existing Conditions as Follow: 1. Sewage disposal method shall be as authorizeri by the I?irector of Utilities, Spokane County. 2. A public sewer systerti will be made available for the project. Use of individual on- site sewage disposal systems shall not be authorized. . 3. Water service shall be coordinated through the Director of Utilities, Spokane Counry. 4. Water service shall be by an existing public water supply when approved by the Regional Engineer (Spokane), State Department of Social and Health Services. 5. Use of private wells and water systems is prohibited. COUNTY BUILDING AND SAFETY DEPARTMENT No New Conditions; Existing Conditions as Follow: 1. The site is located in Fire District No. 1. 2. Apprnved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plainly visible and legible from the street or road fronting the property. Said numbers shall contrast with their background. 3. Due to the sensitive storage requirements over the Aquifer, and this site lies within the Waste Water Management Area, we feel that some language should address the possible storage or flammable or critical materials within these structures. (See COMMENTS.) 4. Trash enclosures shall not be located adjacent to combustible consuvction or underneath windows or nonprotecteti eaves. 5. Building pennits will be required for each structure. HEC Order for ZE-83B-82 Page 6 . 6. Fire hydrants which meet the f~re flow are required to be installed prior to any construccion. These hydrants shall be placed so that no portion of the building exterior is more than 175 feet from the hydrant. The bottom of the lowest outlet of the hydrant shall be no less than 18 inches above grade. A water plan showing each fire hydrant (specifying the gallons per minute for each fire hydrant) and meeting the requirements in Chapter 10.04 of the Uniform Fire Code is required prior to construction of the water service. All required fire protection facilities shall be installed and made serviceable prior to and during the time of construcrion. COMMENTS: The proposed car wash and mini-storage structures must meet all requirements of Chapter 4.16 of the Spokane County Zoning Oniinance for storage and discharge of effluent; (i.e., waste oil, grease interceptors). WATER PURVEYOR No New Conditions; Existing Conditions as Follow: 1. Water Purveyor is Modern Electric Water Company, and they will supply the site with adequate water for domestic, fire and inigation uses. However, satisfactory arrangements have not been made to serve this proposal. SPOKANE COUNTY AIR POLLUTION CONTROL AUTHORTTY No New Conditions; Existing Conditions as Follow: All a.ir pollution regulations must be met This includes but is not limited to the following: 1. Air pollution regulations require that dust emissions during demolition, excavarion and construction projects be controlled. This may require use of water sprays, tarps, sprinklers, or suspension of activity during certain weather conditions. Haul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from all other construcrion related activities. 2. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracking or spills occur on paved surfaces, measures must be taken immediately to clean these surfaces. 3. All traveled surfaces (ingress, egress, parlang areas, access roads) must be paved and kept clean. 4. Some objectionable odors will likely result during the construction phase of the project and from motor vehicles using the site following completion of the project and from occupants of the proposed project. STATE DEPARTMENT OF TRANSPORTATION No New Conditions; Existing Conditions as Follow: - 1. The proponent will be required to obtain a road approach permit prior to accessing the adjacent State Highway. Road approach applicavons are available through the Disti ict Maintenance Engineer.
