Reimburse Spokane County for project review and inspection fees as specified in Chapter 9.14 of the Spokane County Code. Any billing amounts due, including any expenses incurred in the collection of an overdue account, must be paid prior to the County's acceptance of the project for filing. Permits cannot be issued until after the issuance of a threshold determination & a 15-day public comment period. PROJECT OVERVIEW The applicant proposes to build a two-story addition for the light storage of non-combustible auto par[s. Second tloor will be less than 3000 square feet. No paint will be stored in this addition. There will be a tolal of three paint booths (UL approved natural gas fired). This addition will connect two existing buildings and will be used as a detailing area and a hand car wash area. Site is connected to sewer. New sandtrap and drywell with a solid lid will be installed. A 6" water line is being installed along the south side of the proposed for the paint booths. This situation will tend to change with pressure from continued non-residential development. The site is adjacent to both Bowdish Road and Riverside Avenue. Bowdish Road is currently two lanes, expanding to four at Sprague Avenue, with curbing and sidewalks. Frontage along Bowdish Road is very narrow; approximately 118 feet. Depth of lot and frontage along Riverside Avenue is approximately 332 feet. Riverside Avenue is currently a-very narrow right of way, with minimal gravel improvements, which dead-ends without a turn-around. At present, it provides access to four single family residences and an office; all immediately north of this proposal. III. SITE ANALYSIS 1) SITE CHARACTERISTICS AND CONSIDERATIONS: Because of the current improvements on Riverside Avenue and proposed access by the applicant, the County Engineer has recommended at least a 5-foot 'dedication with additional improvements. The degree of improvements to be determined later. Water Purveyor is Modern Electric Water Company, and they will supply the site with adequate water for domestic, fire and irrigation uses. g) COUt3TY AIR POLLUTION CONTROL AUTHORITY 1. Air pollution regulations require that dust emissions during demolition, excavation and construction projects be controlled. This may require use of water sprays, tarps, sprinklers, or -suspension of activity during certain weather conditions. Haul roads should be treated and emissions from the transfer of earthen material must be controlled as well as emissions from all other construction related activities. 2. Measures must be taken to avoid the deposition of dirt and mud from unpaved surfaces onto paved surfaces. If tracki ng or spills occur on paved surfaces, measures must be taken immediately to clean these surfaces. 3. All travelled surfaces (ingress, egress, parking areas, access roads) must be paved and kept clean. 4. Some objectionable odors will' likely result during the - construction phase of the project and f rom motor vehicles using the site following completion of the project and f rom occupants of the proposed project. 5. General Overview - The owner Art Fried is proposing the construction of a 2,000 square foot storage building. The proposed will be used for the storage of wrecked vehicles that are not being worked on at the time. The proposed will eliminate outside storage of vehicles. SUMMARY OF DEPARTMENTAL REOUIREMENTS: I. Planning Department (456-2205) A. Discussion/Requirements 1. Review of the project has been completed by Lorne Lakshas. Please contact Ms. Lakshas for any questions regarding the proposal. 2. The proposed is located in a B-3 zone. 3. Please submit a revised site plan to scale illustrating the entire boundaries of the property, parking, the square foot and usage of the existing and proposed buildings, setbacks from the property lines, Riverside Avenue, the location of the door on the - 1 - proposed, and indicate that all traveled surfaces are to ~ be paved. 4. All conditions of Zone Change ZE-67-84 must be met. 5. A minimum of 17 parking stalls are required, only 15 parking stalls are shown on the site plan. B. Permit Release Requirements 1. Please submit a revised site plan as described above for review and approval. II. Division of Engineering & Roads (456-3600) A. Discussion/Requirement 1. Comments were given to the applicant and the Division of Buildings by Bob Turner. 2. Please submit a drainage plan for the site that is in compliance with Spokane County Guidelines for Stormwater Management. If less than 3,000 square feet of new asphalt is installed no new 208 drainage areas will be required. 3. The proposed will have a metal roof therefore, all roof drainage may go directly into a drywell. 4. All traveled areas are required to be paved as per the requirements of Zone Change ZE-67-84. 5. An Agreement to Pay Fees was given to the applicant during the meeting. The agreement is to be signed by the owner and returned to the Division of Engineering & Roads. Plan review will not be completed until this document is executed. B. Permit Release Requirements 1. If the amount of paving installed is 3,000 square feet or more a drainage plan as described above shall be submitted for review and approval. 2. The existing building is connected to the public sewer system. 2. Please submit a critical materials list to the Division of Buildings for review. 3. The applicant stated that there will be no floor drains in the proposed. 4. The water purveyor for the proposed is Modern Electric Water Company (456-8000). B. Permit Release Requirements l. The Health District will release their portion of the building permit once the permit has been applied for. IV. Fire District No. 1(928-2462) A. Discussion/Requirements 1. Fire flow for the proposed project is 2,000 g.p.m. 2. The existing fire hydrants located near the site are adequate. 3. A lock (Knox) box eniry system for f ire department personnel access is required to be installed. V. Division of Buildings (456-3675) A. Discussion/Requirements l. Plan review has been completed on the site plan only and a letter was sent to the applicant by Jun Mascardo. 2. A one hour wall is required on the south side of the proposed building close to the property line. Also, the existing garage on the west side of the proposed building shall have a one-hour wall and parapet on the south side wall close to the property line. 3. Please submit shop drawings for the manufactured trusses for review and approval prior to construction. - 3 - + ~ f 4. The proposed shall meet the minimum ventilation • requirements for buildings used for storing or handling automobiles operating under their own power. 5. Please submit calculations for the bearing wood studs that are over 10 feet in height. 6. The minimum footing depth shall be three feet below grade. 7. Anchor bolts shall be embedded in concrete a total of nine inches. 8. Please submit a lighting layout plan for review and approval. B. Permit Release Requirements 1. Two complete revised sets of plans addressing the items discussed during the meeting and other items from the plan review letter needs to be submitted for review and approval. APPLICANT'S COMMENTS/ACRNOALEDGEMENT: The applicant acknowledged that all comments/requirements were understood and had no further questions at this time regarding permit requirements. CORRECTIONS: To minutes or changes from what appears in the minutes, we should be notif ied within one day of your receipt of these minutes. To site plans as required by any or all of the above-listed departments shall be submitted to the Division of Buildings who will then distribute accordingly to those departments. The following are ad(iitional findings of fact considered by the Hearing Examiner Comittee: a) The requested zone reclassification is in a transitional area; and, therefore, landscaping and fencing requirements may be modified in consideration of future land use. b) lhat the applicant has designed the project to maximize the size of building, which in turn limits the use to offices based on parking requirements. c) That in light of the above, it is realistic to limit the size of the advertising sign to that of the Local Business Lone. d) The Nearing Examiner Committee understands the transitional character of this area; and, therefore, recommends to the Zoning Administrator that at such time as adjacent zoning to this site changes to non-residential, a reconsideration ofi the need for fences and lan(iscaping be given for this project. Landscaping shall be installed and maintained such that sight distance at access points is not obscured or impaired. All variations must conform to regulations set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. 4. Direct light f rom any exterior area lighting fixture shall not extend over the property boundary. 5. The specific development plan will be submitted for Planning Uepartment review and approval prior to issuance of building permi ts. 6. Al1 current standards of the Corimercial Zone, as amenoed, shall be complied with in the development of this site. 7, l'hat the project is subject to Section 4.16k.050, the Aquifer Sensi ti ve Area Uverl ay Zone of the Spokane County Zoni ng Urdinance, which sets forth various measures for Aquifer protection; specifically, measures dealing with wastewater disposal, spill protection measures, and sto rmwater runoff. 6. Signs for this project shall conform to standards as set forth in Section 4.09.125 Signs. 9. Applicant shall comply with '208' recommendations concerning stormwater runoff and provide necessary landscaping for runoff. lU. Any division of land f or the purpose of sale, lease or transfer, shall comply with kCW 58-17 and the Spokane County Platting Ordinances prior to issuance ofi building permits. 11. Sewage disposal method shall be as authorized by the Uirector of Utilities, Spokane County. s. Subject to specific application approval and issuance of permits by the Fiealth Officer, the use of an individual on-site sewage system may be authorized. 4. Water service shall be coordinated through the Director of Utilities, Spokane County. 5. Water service shall be by an existing public water supply when approved by the Regional Engineer (Spokane), State Uepartment of Social and healtn Services. 6. Use ofi private wells and water systems is prohibited. 7. Disposal of sewage effluent beneath paved surfaces is currently prohibitea. 6 . ZONE RECLASSIFICNTION N0. ZE-67-84 e) COUNTY BUILDING ANG SAFETY DEPAkTMENT l. The site is located in Fire District 1. 2. The existing fire hydrant at the southeast corner of Bowdish and kiverside will be reguired to be changed to a three port hydrant (two hose connections, of 2-1/2 inch diameter each, and one pumper connec tion). 3. Approved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plainly visible and legible from the street or road f ronting the property. Said numbers shall contrast with their background. 4. Trash enclosures shall not be located adjacent to combustible construction or underneath windows or nonprotected eaves. f ) ItikTER PURVEYUR 1. Water Purveyor i s Modern E1 ectri c Water Company, and they wi 11 supply the site with adequate water for domestic, fire and irrigation uses. g) CGUNTY AIR POLLUTION CONTROL AUTNORITY l. Air pollution regulations require that dust emissions during demolition, excavation and construction projects be controlled. This may require use of water sprays, tarps, sprinklers, or suspension of activity during certain weather conditions. Haul roads should be treated and emissions f rom the transfer of earthen material must be controlled as well as emissions from all other construction related activities. 2. Measures must be taken to avoid the deposition of dirt and mud from unpavea surfaces onto paved surfaces. If tracki ng or spills occur on paved surfaces, measures must be taken irrunediately to clean these surfaces. 3. All travelled surfaces (ingress, egress, parking areas, access roads) must be paved and kept clean. 4. Some objectionable odors will likely result during the construction phase of the project and from motor vehicles using the site following completion of the project and from occupants of the proposed project. 5.
