CONTRACT AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF SPOKANE VALLEY AND Fehr & Peers, Inc. Spokane Valley Contract #24-139.01 For good and valuable consideration, the legal sufficiency of which is hereby acknowledged, City and Fehr & Peers mutually agree as follows: 1. ose: This Amendment is for the Contract for Subarea Transportation Planning by and between the Parties, executed by the Parties on July 16, 2024, and which terminates on December 31, 2025. Said contract is referred to as the "Original Contract" and its terms are hereby incorporated by reference. 2.Oripainal Contract Provisions: The Parties agree to continue to abide by those terms and conditions of the Original Contract and any amendments thereto which are not specifically modified by this Amendment. 3. Amendment Provisions: This Amendment is subject to the following amended provisions, which are either as follows, or attached hereto as Appendix "A". All such amended provisions are hereby incorporated by reference herein and shall control over any conflicting provisions of the Original Contract, including any previous amendments thereto. The Contract not to exceed amount in Section 3 is increased by $18,765 to a total compensation of $174,490: and Exhibit A is amended to include the work identified Exhibit A-1 (attached hereto addition to all other work identified in Exhibit A. 4. Compensation Amendment History: This is Amendment #_1_ of the Original Contract. CITY OF SPOKANE VALLEY: CONSULTANT / CONTRACTOR: ,Cyi� � 14z-f�p J hn Hohman, City Manager By: Chris Breiland, Principal Its: Authorized Representative Exhibit A-1 Spokane Valley Subarea Transportation Plan Amendment 1 - Draft Scope and Fee for a New Scenario Draft September 18, 2025 This scope of work reflects additional work that has been requested from the Spokane Valley Subarea Transportation Planning team. This includes the following components: • Evaluate operations for an additional 2050 transportation network scenario. • Prepare for and lead an agency stakeholder meeting to discuss the results. • Based on the new network scenario, develop a new subarea project list, develop cost estimates, and calculate a new cost per trip. • Develop a cost per trip for the 2050 Baseline scenario. • Compile and incorporate new analysis results into the technical memo submitted in June 2025. Note developing the full draft report and finalizing the report is part of the original scope of work. The fee for this work is shown on the final page of this scope. Scope details are as follows. Task 1: Evaluate Traffic Operations for a New Scenario 7.7 Project Management and Meetings This task covers project administration for this scope of work and expected project meetings. Fehr Et Peers will attend up to three (2) one -hour meetings with the client for this scope of work. This can include verifying the new 2050 transportation scenario assumptions and street network, discussing initial results relative to other scenarios studied, and the final mitigation project list and cost per trip. Fehr Et Peers will prepare for and facilitate one (1) workshop with agency stakeholders to share the results of this analysis. Deliverables: • Attendance at two internal meetings. • Prepare for and attend one agency workshop; document meeting summary. Exhibit A-1 7.2 Analyze a new 2050 Scenario: Update Travel Model, Develop Vehicle Forecasts, and Evaluate Traffic Operations Fehr a Peers staff will modify the project travel demand model to reflect the new 2050 scenario and the new transportation network as approved by the City. This could look like a full -model run with adjusted employment and trip distribution patterns rather than using added peak hour trips previously assumed to estimate full -build "growth" scenario. The transportation network may include an eastbound exit ramp option for full build; likely in - place of the new interchange previously evaluated. It may also include the westbound exit ramp for its added access prior to Barker Road. Fehr Et Peers will identify general changes in travel patterns compared to the prior scenarios (2050 Baseline, 2050 Growth, and 2050 Growth with New Interchange) evaluated. New 2050 AM and PM peak hour vehicle intersection forecasts will be developed for all study intersections and traffic operations will be evaluated in the modified Synchro and SIDRA networks which reflect the new scenario. Assumptions: • This new scenario assumes the same land use growth as the 2050 Growth scenario previously studied, but will consider new trip distribution patterns — this is an output from the full model run. • The transportation network will be confirmed with the City prior to the new model run. No additional roadway network or land use growth sensitivity tests are assumed. • Detailed turning movement analysis will be prepared for the following 16 intersections with an overall growth factor adjustment applied to the other intersections: 1. N Harvest Pkwy and E Mission Ave 16. new 1-90 Eastbound offramp intersection at E Country Vista Rd/E Appleway Ave 17. new 1-90 Westbound offramp intersection at E Country Vista Rd/E Appleway Ave Exhibit A-1 Deliverables: • Table summarizing intersection LOS results compared to prior three scenarios evaluated for all study intersections. 7.3 Identify Scenario Mitigation Project List Following a discussion with the City on the results of the new 2050 scenario, vehicle capacity projects needed to serve the planned land use growth will be identified. Some projects may have been identified for prior scenarios evaluated, but new projects are anticipated given the change in the transportation network. The mitigation project list will be reviewed by the City before proceeding to the next steps. Deliverables: • Table summarizing draft mitigation projects and operations results with and without the mitigations. 7.4 Develop Planning Level Project Cost Estimates and Percent Share Planning level project cost estimates for this new scenario will be developed using the same methodology as applied to earlier scenarios evaluated. The project travel demand model will be used to evaluate the percentage of subarea trips served by each project mitigation project identified. Deliverables: • Backup information for the planning level project cost estimates. • Table listing each project, cost estimate, and portion of project that serves growth in each jurisdiction. 7.5 Calculate a New Impact Fee per Trip Using the information calculated in Tasks 1.3 and 1.4, evaluate an impact fee cost per PM peak hour trip for the new 2050 scenario. Identify proportion of fee to each jurisdiction based on the location of where projects are needed to be constructed in this new scenario Using information evaluated in prior work, also evaluate a new impact fee cost per PM peak hour trip for the 2050 Baseline scenario. Deliverables: • Table summarizing the new cost per PM peak hour trip for the new scenario. • Table summarizing the cost per PM peak hour trip for the 2050 Baseline scenario Exhibit A-1 1.6 Documentation Revise the draft transportation plan document submitted in June 2025 (with September updates) to include the results of the new analyses and 2050 scenario. Revise tables and graphics as necessary. Note hours to develop the full draft report and to finalize the report are part of the original scope of work and are not being requested as part of this amendment. Deliverables: • Revised draft transportation plan document. • Revised appendix materials to document this new scenario.
