Analysis: The advertised property is located on the southwest corner of Maxwell. Avenue and Pines Road. The applicant proposes to construct a 4 —story office building on the site. The staff has recommended limiting the height and relocating the structure to lessen the impact of the project on residential properties to the west. The staff is of the opinion that the advertised property is appropriate for Residential Office zoning because: 1) The Planning Commission has been approving requests for Residential Office zoning for Pines Road frontage properties between Marietta and 16th Avenues. 2) The staff is of the opinion that the conditions of approval in conjunction with the performance standards of the Residential Office Zone will make the project more compatible with residential properties to the west. CONDITIONS; 1 . The advertised property shall be developed in substantial conform- ance with the development plan on file with the application provided that additional property to the west is acquired and necessary permits obtained to allow compliance with parking and landscaping requirements. The office structure shall not exceed four stories in height. 2. Installation to Spokane County standards of curb, sidewalk, and paving to existing oil along Maxwell Avenue. 3. Approval of access by the Spokane County Engineer's office (Maxwell Avenue) and the State Highway Department (Pines Road). Installation of fire hydrants in accordance with the requirements of the Spokane Valley Fire Marshall. B. REASONS: 1. The Planning Commission has been approving requests for Residen- tial Office zoning for Pines Road frontage properties between Marietta and 16th Avenues. 2.
