Dear Mr. Martin: The City executed an Agreement for provision of Structural Bridge Consulting and Bridge Inspection Services on January 11, 2024, by and between the City of Spokane Valley, hereinafter "City", and Sargent Engineers Inc., hereinafter "Contractor" and jointly referred to as "Parties." The original Agreement states that it was for one year, with three optional one-year terms possible if the parties mutually agree to exercise the options each year. This is the second of three possible option years that can be exercised and runs through December 31, 2026. The City would like to exercise the 2026 option year of the Agreement. The Compensation as outlined in Exhibit A to this letter, 2026 Hourly Billing Rates, includes the labor and material cost negotiated and shall not exceed $40,000. The history of the annual renewals, including dollar amounts, is set forth as follows: Original 2024 contract amount .................................. $30,000.00 2025 Renewal......................................................$30,000.00 2026 Renewal and Increase to Total Contract Amount ....... $40,000,00 Further, the Parties agree that this second option year shall be the last option year exercised under the contract. All of the other contract provisions contained in the original Agreement shall remain in place and remain unchanged in exercising this option year. If you are in agreement with exercising the 2026 option year, please sign below to acknowledge the receipt and concurrence to perform the 2026 option year. Please return a signed copy to the City for execution, along with current insurance information. A fully executed copy will be returned to you for your files. Tasks may be completed on a time and material basis as requested or through an approved scope and fee by the city. Each task shall be tracked separately for invoicing. Consultant staff will be provided to the city for performing the following duties in conformance with WSDOT Standard Specifications, WSDOT Construction Manual and Project Contract Specification: • Bridge Engineering consultation, design, analysis, evaluation, inspection, and load rating. • Structural engineering consultation, design, analysis, evaluation, and observation. • Preparation of plans, specifications, and estimates (PS&E) for the above items. • Six separate bridge structures will need NBI routine and safety inspections in 2026. One structure (SPOKV-5502 Barker Rd Over BNSF RR) will be inspected approximately one year in advance of its next required inspection so that the due date for its inspection will fall in the same month as the City's other bridges for subsequent cycles. These inspections shall be better defined in a Task Order. All inspection work shall be performed under direct supervision of a professional engineer, licensed in the State of Washington, and certified as a bridge inspection Team Leader. All inspection findings and photographs shall be sent to the WSDOT WSBIS inspection database. Consultant shall provide the City with signed PDF copies of all completed inspection reports (incl. photographs) for each structure, as well as an inspection summary for each.
