4. ZE- 111 -76 - MULTIPLE FAMILY SUBURBAN TO RESIDENTIAL OFFICE: HAWK
Planning Commission Recommendation: Appr;ve to the Residential Office Zone
subject to the following conditions: (Vote was unanimous.) .
A. CONDITIONS:
1. Dedication of the south five (5) feet of the advertised property along
Main Avenue and dedication of the west five (5).feet of the advertised
property along Whipple Road, for right of way purposes.
2. '` Dedication of a twenty (20) foot radius at the southwest corner of the
advertised praperty (northeast corner of Main Avenue and Whipple Road) .
NOTE: All dedications shall be submitted to the Spokane County Engineer
and all improvements shall be completed or bonded prior to finaliza-
tion of Zoning Resolution for ZE- 111 -76.
>< Improvement of Main Avenue and Whipple Road along the project peri-
meter to Spokane C,�unty standards. Impr: vements shall include curbing,
sidewalk, drainage control, and paving.
4. Access permits for the project area shall be ^btained from the Spokane
County Engineer:'s office.
5. Approval of sewage disposal, facilities by the Spokane County Health
District.
6. An on -site storm drainage system shall be approved by the Spokane
County Engineer's office.
7. The advertised property shall be developed in substantial conformance
with the revised development plan.
NOTE: Six (6) car capacity off street parking area required.
8. Any portion of the project which is to be occupied or traveled by auto-
mobiles shall be maintained in hard surface paving.
9. A specific landscape plan, planting schedule, and provisions for
maintenance, acceptable to the Spokane County Zoning Administrator,
shall be submitted for the project prior to finalization of Zoning
Resolution for ZE- 111 -76.
NOTE: Such a plan shall acknowledge the residential uses to the north
and east of the property in question.

B. REASONS:
1 . The Spokane County Comprehensive Plan and the Regional Comprehensive
Plan b•)th indicate the site in question as being located on the edge of a
residential and community boundary.
2. The advertised property presently has the Multiple Family Suburban Zone
classification and is immediately north of a block z :)ned Local Business.
3. The Planning Commission is of the opinion that the proposed office use
would provide an appropriate buffer between the Main Avenue business
uses and the residential neighborhood to the north.
NOTE: The planning Commission approved a similar Residential Office
Zone change proposal just west of the property in question.
4. The Planning Commission notes that the proposed use would be a relative-
ly 1�•w traffic generator as compared to a Multiple Family unit, which is
a permitted use.
5. Tho. Planning Commission is of the .pinion that the listed conditions of
ap rwal in conjunction with the performance standards of the Residential
Office zone will make the project compatible with surrjunding land uses.
C . STAFF ENVIRONMENTAL REVIEW:
As required in WAC 197 -10 -320, the Sp , 7.k3ne County Planning staff reviewed
the environmental checklist submitted by Dr. Gordon Hawk for a zone change
fr - )m the Multiple Family Suburban Zone classification to the Residential
Office Zone.
The staff review has identified three potential areas of environmental impacts.
First, is the increase in motor vehicle tr ffic and all the effects associated
therewith. These would include such impacts as increased air 'pollution,
specifically suspended particulates and carbon monoxide, increased public
safety hazards from traffic.
A second potential environmental impact area considered was the increased
demand on public services and utilities. This would include such factors as
increased requirements fcr police and fire protection, provision of additional
school, park, and recreational facilities, and additional maintenance require-
ments on county facilities and roads. This would also include such impacts
as associated with extension of utility lines (power, natural gas, telephone)
and the provision of suitable long term sewerage, domestic water, storm
water runoff and solid waste disposal systems.
The third type of environmental impact considered involved the effect of sub-
surface injection of waste water into the Spokane Valley Aquifer. Storm water

drained from the impervious surfaces (buildings, driveways,�sidewaiks) along
with the effluent from the sewage disposal will be injected beneath the sur-
face and allowed to percolate toward the aquifer rather than evaporate back
to the atmosphere as happens in a natural situation. The amount of conta-
minant carried by these waste waters, by the time they reach the aquifer,
is unknown but undoubtedly a great deal of filtering will have taken place.
Therefore, this not considered a significant impact with this proposal.
The conclusion of this environmental checklist review is that no significant
environmental impacts will likely result from the proposal. (Note: Dental
office presently operated from property in question permitted under SPE -9 -76,
Six Month Temporary Use Permit.) Therefore, it is recommended that a
Declaraticn of Non - Significance be issued and an environmental impact
statement not be required.
