CONTRACT AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF SPOKANE VALLEY AND Fehr & Peers, Inc. Spokane Valley Contract #24-139.02 For good and valuable consideration, the legal sufficiency of which is hereby acknowledged, City and Fehr & Peers mutually agree as follows: 1. Purpose: This Amendment is for the Contract for Subarea Transportation Planning by and between the Parties, executed by the Parties on July 16, 2024, and which terminates on December 31, 2025. Said contract is referred to as the "Original Contract" and its terms are hereby incorporated by reference. 2.Original Contract Provisions: The Parties agree to continue to abide by those terms and conditions of the Original Contract and any amendments thereto which are not specifically modified by this Amendment. 3. Amendment Provisions: This Amendment is subject to the following amended provisions, which are as follows. All such amended provisions are hereby incorporated by reference herein and shall control over any conflicting provisions of the Original Contract, including any previous amendments thereto. The not to exceed amount in Section 3 is increased by $20,055 to a total compensation of $194,545. Exhibit A is amended to include the work identified in Exhibit A-2 (attached hereto and incorporated herein by this reference) in addition to all other work identified in Exhibit A and Exhibit A-1. The termination date of the Original Contract is extended to June 30, 2026. 4. Compensation Amendment HistorX: This is Amendment # 2 of the Original Contract. EXHIBIT A-2 Spokane Valley Subarea Transportation Plan Amendment 2 — Draft Scope and Fee for Refined Cost Estimates, Report Updates, Response to Comments Draft December 18, 2025 This scope of work reflects additional work that has been requested from the Spokane Valley Subarea Transportation Planning team. This includes the following components: • Update cost estimates to be based off quantity take -offs rather than planning -level representative projects to address questions from Spokane Valley and Liberty Lake about the accuracy of the representative projects. • Based on the updated cost estimates and minor revisions to the project list, recalculate the mitigation/impact fees. • Update to relevant tables in the report. • Response to comments from Spokane Valley and Liberty Lake. • Optional — present at or attend one meeting related.to the updated cost estimates. The fee for this work is shown on the final page of this scope. Scope details are as follows. Task 1: Update Cost Estimates Using More Detailed Methodology Fher Et Peers will update the cost estimates for the projects listed below using more detailed quantity take -offs and unit prices. This will involve a more detailed pre -engineering approach than was originally scoped in the contract. Specifically, Fehr Et Peers will work in CAD to create rough layouts to specifically estimate quantities for construction materials. Note that some elements such as cut/fill, storm drainage, survey, traffic control, etc. will continue to be estimated either as percentages of other hard costs or custom line -items as we will not have sufficiently detailed engineering design to more specifically cost out those items. The updated cost estimates will be applied to the following 10 projects: • Barker Rd a Appleway Ave Roundabout • Harvard Rd Ft Trent Ave Roundabout • Harvard Rd a Mission Ave Roundabout • 1-90 Ramps a Country Vista Rd Roundabout • Harvest Pkwy 8t Mission Ave • Broadway Ave a Appleway Ave Roundabout • Harvard Rd in Eucild Ave Roundabout • Barker Rd Widening • Broadway Ave Realignment • Half -Interchange at Appleway Ave/Country Vista Dr The following three projects already have more detailed quantity take -off estimates, but the unit prices will be reviewed to ensure consistency with the most recent data from Liberty Lake and Spokane Valley: • Barker Rd Ft Sprague Ave • Liberty Lake Rd Ft Country Vista Dr • Harvest Pkwy 8t Mission Ave The following two interchange projects will not have updated cost estimates and will continue to be based on representative projects or prior cost estimates due to their scale and complexity. The representative projects are the best way to capture these projects, which have substantial earthwork, maintenance of traffic, drainage, and demolition costs that are better captured through representative projects. • 1-90 Barker Interchange Redesign: SPUI • 1-90 Barker Interchange with widened 1-90 crossing and roundabouts Fehr Et Peers will prepare a detailed cost estimation sheet with specific quantities and assumptions for each of the projects listed above. Deliverables: • Cost estimate sheets for each project. Task 2: Update Mitigation Cost Per Trip and Revise Report Based on the updated cost estimates, Fehr it Peers will update the fair share allocation spreadsheets and calculate a new mitigation fee cost per PM peak hour vehicle trip for the subarea. No new model runs will be performed as part of this update. All relevant tables within the report will also be updated to reflect the revised cost estimates and cost per trip. The cost estimate appendix will also be updated. Deliverables: • Updated cost per trip spreadsheet. • Updated report reflecting revised cost estimates and cost per trip. Task 3: Respond to Comments We anticipate that the revised cost estimates and report will be shared with Liberty Lake and reviewed by both Liberty Lake and Spokane Valley staff. We are prepared to respond to a single round of comments/questions from these agencies. If the cost estimates and report are circulated to other agencies, we can also respond to those comments, so long as we address all agency comments in one pass. We are assuming 8 hours of staff time to respond to comments. Deliverables: • Written response to comments. • Updated report based on comments. Task 4: Meeting Attendance We have assumed attendance by up to two Fehr Ft Peers staff at a total of 4 hours of meetings (8 total hours) to discuss the cost estimate updates, revisions to the report, and/or comments. All meeting attendance will be virtual.
