ACTION ITEMS 4Approval of September 2025Meeting Minutes Lance Beck made amotion to approve the minutes as presented; Joseph Ghodsee seconded. Motionpassed unanimously. 5Five-Year Plan to Prevent and End Homelessness: Task Force Recommendation Eric Robison provided an overview of the existing Regional 5-Year Plan developed by the Continuum of Care (CoC) and adopted by the City Council in 2023. The city must adopt an updated Plan by Dec. 31, 2025, to continue administering local recording fee funding. He shared information about the plan development process, community feedback received by the CoC, the plan metrics and system performance metrics set by the Department of Housing and Urban Development (HUD). The uncertainty of future funding levels and changes to HUD’s scoring criteria were discussed. Joseph Ghodsee made a motion to recommend that the City Council adopt the CoC 5-Year to Prevent and End Homelessness. Allisha Corley seconded. Motion passed unanimously. Spokane Valley Homeless Housing Task Force 11.20.2025 Meeting MinutesPage 1 of 2 INFORMATION AND DISCUSSION ITEMS 6Spokane Housing Authority Housing Program Education Kelly Keenan reported on the work of the Spokane Housing Authority (SHA), including: Vision and mission statements Strategic priorities SHA programs and housing The Housing Choice Voucher (HCV) Program Voucher holder demographics Spokane County HCV waiting list Planned projects and projects underway to increase housing supply As the scheduled Task Force meeting date of the fourth Thursday of the month falls on Dec. 25, the group reached consensus to not meet in December and resume regular meetings in January 2026. 9ADJOURNMENT: There being no further business, the meeting adjourned at 2:54 pm.
