Boutwell REQUESTED ZONING: Residential Office EXISTING ZONING: Agricultural Suburban (established in 1955) (with ASA Overlay Zone - 1983) PROPOSED USE: Speculative - No Site Plan EXISTING USE: ' Single Family Residential SITE SIZE: Approximately 26,400 Square Feet COMPREHENSIVE PLAN DESIGNATION: URBAN PRIORITY SEWER SERVICE AREA: Yes AQUIFER SENSITIVE AREA: Yes PROJECT LOCATION: Generally located at the southeast corner of Broadway Avenue and Bowdish Road in Section 16-25-44. II. BACKGROUND ANALYSIS • 1) COMPREHENSIVE PLAN: The Urban category is defined as a city-like environment which includes various land uses. Some noise and air pollution will be unavoidable due to intensity of use. The neighborhood commercial oriented uses will ideally be located adjacent to heavily traveled streets. Multi-family use, also adjacent to arterials, may be an approriate transition use to single family residential areas. Buffering techniques are encouraged to mitigate differences between land uses. Landscaping and fencing are site specific methods. Change in density or intensity is another technique. �6 ZONE RECLASSIFICATION NO. : ZE-52-83 II. BACKGROUND ANALYSIS (continued) 2) ZONING: North Agricultural Suburban, Established, 1955 East Agricultural Suburban, Established, 1955 West Agricultural Suburban, Established, 1956 and 1958 South Agricultural Suburban, Established, 1955 3) HISTORY OF LAND USE ACTIONS: The entire area has remained stable within primarily the Agricultural Suburban Zone. Along Broadway Avenue (from Mullan to Pines) and along Bowdish Road (from Mission to Main) the zoning is residential; either Agricultural or Agricultural Suburban. One parcel of Multiple Family Suburban zoning is found on the south side of Broadway Avenue, half-way between Bowdish and Pines. 4) LAND USE: . Site Single Family and Associated Improvements North Single Family and Church East Single Family South Single Family and Duplex West Single Family, Duplex, and Church 5) NEIGHBORHOOD CONSIDERATIONS: Broadway Avenue is fully improved four lane, narrowing to two lanes east of the site. Bowdish Road is fully improved two lane. The intersection is traffic light controlled. The entire area is primarily residential; either single family or duplex. Supporting residential or non-residential uses are limited to day care centers, schools, and churches. Only one commercial use exists in the area; a Zip Trip at the southeast corner of Broadway Avenue and Felts Road. It is a non-conforming use in the Agricultural Suburban Zone. III. SITE ANALYSIS 1) SITE CHARACTERISTICS AND CONSIDERATIONS: Site is accessed from both Broadway Avenue and Bowdish Road. Access points and site distances are concerns that can be addressed at building stage. si7 ZONE RECLASSIFICATION NO. : ZE-52-83 III. SITE ANALYSIS (continued) 2) AGRICULTURAL SUMMARY: Urban category not intended for farmland protection. 3) SITE PLAN INFORMATION: Note: No site plan was submitted. If approved, recommend site plan review administratively at building permit stage. BUFFERING TECHNIQUES: The Residential Office Zone requires the landscaping of all areas not devoted to buildings or parking. Additionally, fencing is required around parking areas, and location of those areas are restricted by setbacks. Additional mitigating and buffering techniques are suggested if approval is granted. Included are: sight-obscuring wood fence along east and south property lines; general landscape strips and treatments along all property lines; maximized separation of building(s), parking, access points, and centers of activity from adjacent residences; and residential architecture of the building. IV. CONCLUSION: The Comprehensive Plan is supportive of higher intensity uses along major arterials; obviously, more so at major intersections. High intensity uses could include neighborhood commercial, offices, or multi-family. Multi-family is indicated generally as a good transition down to single family. Precedent, in the form of land use actions or existing uses, is not supportive of the rezone request. Residential continues to be the predominate use of the area. Techniques to mitigate compatibility are suggested, if approval is granted. Uory 7 ZONE RECLASSIFICATION NO. : ZE-52-83 V. Approval by the Zoning Administrator of a specific lighting and signing plan for the described property prior to the release of any building permits. 2.
