March 13, 2025
I. Chairman Bob McKinley called the regular meeting to order at 6:00 p.m. '1'lie meeting was held in
person and via ZOOM meetings.
H. The Commissioners and staff stood for the Pledge Of Allegiance.
III. Administrative Assistant Marianne Lemons took attendance, and the following members and staff
were present:

IV. AGENDA: Commissioner Wilson moved, and it was seconded, to approve the meeting agenda for
March 13, 2025. There was no discussion. The vote on the motion was seven in favor; zero
opposed, and One Malian passed
V. MINUTES: Commissioner Winkler moved, and it was seconded, to approve the nrccting minutes for
the Februcny 27, 2025 Meeting. There was no discussion. 7lie vote on the motion to approve the
ndinaes as presented was six in favor, zero opposed, and one abstention, with Chairman McKinley
abstaining. T'he motion passed.
VL COMMISSIONER REPORT: Cmnmissioner Winkler reported that the Spokane Regional
Transportation Council (SRTC) appointed her to the transportation advisory council. Cormnissioner
Robertson reported that he attended a CEO -to -CEO meeting abort leadership, setting goals, how to
reach those goals, and working as a team.
VIL ADMINISTRATIVE REPORT: planning Manager Stove Robcrgc reported theme will be Public
Hearing for a street vacation at the next Planning Commission meeting.
VIII. PUBLIC COMMENT: There was no public comment offered.

a. Study Session: STV-2025-0001 —Regal Care Street Vacation
Senior Phumcr Lori Barlow gave a staff presentation. She ,stated that the City received a privately
initiated street vacation application finm Edith and Don Corson. The request is to vacate the south
20' X 185' of an unnamed alleyway extending north from Appleway Avenue and lying east of Long
Road and west of Greenacres Road.
Ms. Barlow explained that the right-od-wny (ROW) has not been unproved to sheet standards. The
portion requesting to be vacated has been paved and functions primarily as access serving the
adjacent property owners. The area is indislingrdsliablc from the surrounding commercial parking lot,
and it appears that buildings may have been constructed in the ROW. The remaining portion of the
alleyway extending to Greenacres Road is gravel. The total area requested to be vacated is cstimatcd
to be 4,068 sq. lu.
Ms. Barlow stated that the reason the applicant has requested the vacation is because they have a new
commercial project proposed for the site. They hope to build a coordinated commercial development
which will consolidate five parcels and include two phases of development. The development is
proposed to include a gymnasium with offices, an Enhanced Services Facility, and on Intensive
Behavioral Health Services facility. The applicant will be subject to three different land use actions
(that will not be heard by the Planning Commission or City Council). These include a Boundary
Line Adjustment (BLA) to consolidate the properties into two (to be determined administratively by
staff, a Conditional Use Permit (CI T) to get approval for one of the uses proposed on the site (to be
heard by the IIearing Examiner) and obtain all pertinent building and development permits. She
noted that the proposed site plan could still be developed even if the street vacation was not granted
by the City.
Ms. Barlow said that the prefiminwy staff review has determined that all affected properties would
.still have access to their properties off ol'Appleway Avenue. Applcway Avenue is all arterial road
that has fill street improvements that can accommodate transportation needs in the area. The
property that is served off Appleway would continue to have access and the property ofTCowley
Avenue and Greenacres Road world also continue to maurtain their access. There is one parcel that
is currently landlocked and that will be resolved through the BLA process.
Ms. Barlow said [hat the City has received comments from five agencies regarding the request.
Spokane County Sewer, Lumen, and Spokane Valley Fire Department all commented (hat they have
no objections to the request. Consolidated Irrigation District commented that they have a 6"
watermain located in the Bureau of Reclamation Easement and they would like the easement to be
retained. Avista commented that they have gas and electric lines located in the ROW and would like
an easement.
Ms. Barlow stated that the Public IIearing for the street vacation will be hold on March 27, 2025.
Commissioner Kelly asked the process for granting the vacated property to the applicant. Ms.
Barlow answered that (he Ordinance passed by the City Council will be recorded by the County and
the Ordinance will transfer the property from public ownership to private. Once the RO W is
transferred to the property owners, the parcels increase in size, and the new parcel footage is subject

to taxation. Ms. Barlow also explained that the City adopted a Resolution in 2021 determining the
amovrt that will have to be paid by the applicant as it condition of approval.
Commissioner Wilson asked if there was ever a time when a street -vacation could be revoked. Ms,
Barlow answered that once the area is given to the adjacent property owners, the property becomes
privately owned.
Ms. Winkler asked if Robert Carroll, the other adjacent property owner, had provided any comments.
Ms. Barlow, responded that site had not had any conversation with him, but a notice of public hearing
was mailed to him and the notice had been posted on the site.
b. Land Capacity Analysis (LCA) and Comprehensive Plait Update
Planning Manager Steve Ruberge gave a staffpresentation. He explained that the first stop in the
Comprehensive Plan update is to evaluate current capacity under existing zoning. This is a technical
exercise referred to as a Land Capacity Analysis (LCA). The City conducted the LCA based on
guidance provided by the State and followed the adopted methodology for Spokane County and the
cities.
Mr. Roberge explained that according to the Office of Financial Management (OFM), Spokane Valley
is projected to have a population increase of approximately 21,000 or 16,661 homes by the year 2046.
The LCA shows that under current zoning, the City does not have enough residential capacity. the
results show approximately 691 acres are available for iesidential development. Based on current
zoning that equates to about 6,121 dwelling units to aceunmrodate 14,405 residents. Under Current
zoning this is a deficit of more than 10,000 dwelling units. In addition, the T,CA shows a commercial
capacity of about 134 acres and industrial capacity of 101 acres.
Commissioner Winkler asked how this LCA compares to the one that was done during the last periodic
update. Mr. Robcrgc answered that lie did a quick review between the two and the new analysis is
consistent with what was identified in the old one as available land minus any land that has been
developed since the update.
Mr. Robcrgc explained that the City of Spokane Valley must complete the Comprehensive Plan
update by June 30, 2026. During the review and revision of the Comprehensive Plan, the City will
utilize a checklist providedby the Department at Commerce to help identify all the required updates.
The City must ensure that all changes and updates are consistent with state statutes to be compliant.
Mr. Robcrgc stated that the City has retained the services of a consultant to assist with the update.
The milestones required of the contract include the following: stakeholder and public engagement,
element updates (transportation, housing, public services, etc.), developing a climate change,
resiliency, and greenhouse gas emissions element, Stale Environmental Protection Act (SEPA)
compliance and code updates.
Mr. Roberge said that the next steps for the consultant will be to create a Public Participation Plan
(PPP) engagement strategy, review the slate checklist regarding the Comprehensive Plan,
development regulations, and critical areas, and begin the climate impact analysis.

XI. ADJOURNMENT: Commissioner Kelly moved, and it was seconded, to adjourn the meeting at
7:10 p.m. The vote on the motion was seven in favor, zero opposed, and the motion passed.

PLANNING COMMISSION 02/27/2025
Last week I attended a Workforce Development forum sponsored by
Congressman Baumgartner.
This is in conjunction to what Senators Murray and Cantell have been
working on which recently culminated in a $45mm Federal Grant for the
new R&D Technical Hub here in Spokane.
It also aligns with our State's Legislative goal of doubling manufacturing
output over the next 10 years.
So now ... it's down to the planning and prep work that'll need to be done
and done quickly in order to get the program off the ground.
Ramping up our industrial base will mean more workers and the need for
additional housing that's both available and affordable to accommodate
future demand
It also requires us to better define ... and develop training for the next
generation of workers.... Many of those future workers are currently
enrolled in K through 12 education.
Most of these new job opportunities can be attributed to our region's
growing aerospace industry ... which historically ... has provided good
paying family wage jobs for hundreds of people who live and work right
here in the Spokane Valley.
It's an ambitious goal ... that'll put more and more pressure on Growth
Management ... City Planning and how we utilize our public resources
But ..... if done right ... would bring a much -needed economic boom to
the region.
