Said contract is referred to as the "Original Contract" and its terms are hereby incorporated by reference. 2.Origirlal Contract Provisions: The Parties agree to continue to abide by those terms and conditions of the Original Contract and any amendments thereto which are not specifically modified by this Amendment. 3. Amendment Provisions: The Original Contract is subject to the following amended provisions, which are attached hereto as Appendix "A". All such amended provisions are hereby incorporated by reference herein and shall control over any conflicting provisions of the Original Contract, including any previous amendments thereto. 4. Compensation Amendment History.: This is Amendment #_2_ of the Original Contract. Services Manager APPENDIX "A" 1. The City agrees to pay the Consultant an additional $31,933.08 as set forth in Exhibit B-1 for the additional services described in Exhibit A-l. Consultant shall not perform any extra, Rirther, or additional services for which it will request additional compensation from City without a prior written agreement for such services and payment therefore. 2. Exhibit A-1 and Exhibit B-I are attached hereto and incorporated herein by this reference. The Course at Flora Park Traffic Impact Analysis April 16, 2026 Scope of Work (Exhibit A-1) Traffic Impact Analysis & Adaptable Traffic Management Strategies For: The Course at Flora Park Spokane Valley, Washington April 16, 2026 Project Description The analysis for The Course at Flora Park focuses on a dedicated cross-country venue designed to host events of all sizes and support compatible off-season recreational uses. It accommodates middle school through master's -level competitions and is designed for 5K, 6K, 8K, and 1 OK races. Existing access is from the north on Flora Road. There is also the potential for a secondary access from the south via Flora Pit Road off Sullivan Road. It is anticipated that large events will provide shuttle service to/from the site from one or more off -site parking lots. Spokane Valley has requested analysis of traffic impacts to review the project's transportation element under the State Environmental Policy Act (SEPA). This document outlines the scope required for Ardurra to provide a TIA focused on event management using the guidelines outlined in Chapter 3 of the City of Spokane Valley Street Standards (December 2020). On -site parking will not accommodate all events. As events will see between a couple hundred to upwards of 10,000 attendees/spectators, Ardurra will consider three (3) different traffic volume scenarios based on this variability. In addition, shuttle pick up/drop off locations may also vary; Ardurra will conduct the analysis to include three (3) different feasible shuttle locations. Ardurra will also provide traffic management strategies that can be adapted based on event size and potential shuttle locations. The work product would include a technical report with illustrations used to convey transportation details and an appendix that includes technical data, as well as conceptual traffic control plans for each model scenario (event size). A draft analysis will be submitted to Spokane Valley for review. Comments will be addressed in the final TIA submitted to Spokane Valley for use in determinations. Larger events held at The Course fall outside standard weekday AM and PM peak hours, beginning the day before with runners previewing the course and races occurring over several hours the next day, often on the weekend. Actual scheduling is unknown; however, a larger race day could have races occurring from 7:45 AM to 3:00 PM. As such, an analysis of Saturday events is assumed for this scope. The analysis would be performed using new intersection counts, per the expectations of agencies. Because the analysis will identify several shuttle locations study intersections will vary, but will include the following seven intersections at a minimum: • Euclid Avenue / Flora Road (south intersection) ll ,l' ARDURRA PAGE A-1 The Course at Flora Park Traffic Impact Analysis April 16, 2026 • Euclid Avenue / Flora Road (north intersection) • Euclid Avenue / Marietta Avenue • Euclid Avenue / Sullivan Road • Euclid Avenue / Barker Road (south intersection) • Euclid Avenue / Barker Road (north intersection) • Marietta Avenue / Sullivan Road Three additional locations as determined by parking/shuttle locations, for a total of 10 intersections. Scope of Services A summary of anticipated tasks for this project is as follows: Project Administration. Project management, coordination, meetings, and invoicing. 2. Trip Generation. Develop trip generation and forecast travel patterns/routes, developing assignments for peak hours of event attendance. As ITE does not have an applicable Land Use Code, historic data from race events will be used to determine the probable lowest and probable highest volume attendance. 3. Trip Distribution and Assignment. Available traffic volumes and land use data will be assessed. Probable origin and destination assumptions will be developed, resulting in trip distribution assumptions. Peak hour assignments will be developed for streets in reasonable proximity to the site. The City will provide generation data for historic events and distribution patterns. 4. Scope Confirmation. Coordinate with Spokane Valley to verify the TIA scope and methodology assumptions stated above. If needed, the scope and fee estimate may be amended if agencies identify requirements that exceed what has been anticipated by this scope statement. 5. Traffic Counts. Assumes collection of traffic counts for ten locations, as performed by our sub consultant. Intersection counts include classification and pedestrians. Each count is assumed to be a minimum six - hour count on a Saturday, 8 AM to 4 PM. Tube counts are not required. 6. Traffic Forecasting. Forecast traffic volumes assuming events in Year 2026 as provided by client. No Background growth applied to counts. Traffic forecasts would be prepared for three event sizes, occurring on a Saturday. Volumes from pipeline projects are not assumed to be required for inclusion in this study. 7. Planned Improvements. Identify/address improvements programmed for the study area, as identified through local documentation and coordination with City staff. 8. Performance Analysis. Review traffic capacities including, turning conflicts, queue lengths, right/left turn evaluation, multimodal descriptions. Synchro 12, HCM 6, and SIDRA 10 methodologies will be applied. Exclusions: Signal warrant analysis, site distance review at intersections, collision history review, roadway grades, and parking space determination. 9. Improvements and Mitigation. Identify performance compliance issues and where thresholds are exceeded, recommend road improvements or strategies for mitigation. Strategies to include shuttle service from offsite locations with identified threshold for shuttle service. 10. Documentation. Prepare a TIA report to document background, scope requirements, methods, conclusions, and recommendations. A draft study will be developed initially for review by the client.
