Based on our previous work and experience on the project, AHBL is pleased to offer this proposal. Phase III of this project will take the previous (Phase II) 60% project drawings and documents through to 100% Construction Documents (CDs) and will include Bidding Assistance, Construction Administration, and Project Closeout. The project will include two primary scopes of work: the playground with all associated incidentals and the splashpad, including all associated incidentals. The playground and splashpad will be treated as an Owner Furnished, Owner Installed (OFOI) project delivery method, allowing the owner to purchase the equipment directly through a purchasing cooperative agreement. This allows the vendors to install their equipment alongside preferred local subcontractors and provide City of Spokane Valley (COSY) and its constituents with the best quality products and installations. City of Spokane Valley has chosen Great Western Recreation (GWR) for the playground, and GWR, along with Land Expressions (LE) and Water Odyssey (WO), for the splashpad. AHBL will manage the remaining design coordination efforts for both Permit and Conformed Construction Sets as the project Landscape Architects of Record. We will provide intermediate project milestone deliverables, as well at both 80% and 95% CDs for comment, review, and coordination between all trades. We will manage our team of design subconsultants, including civil, structural, and electrical, and will provide consistent point -of -contact to City of Spokane Valley. While GWR and LE will be contracted directly with COSV, we will also work and coordinate closely with GWR and LE to ensure all documents are cohesive and complete and that all permitting requirements are met. In creating and compiling the final project drawings and documents, AHBL will also identify all OFOI items on the project, as well as all Contractor Furnished, Contractor Installed (CFCI) items, which will be published for public bid. AHBL will assist COSY with the Bidding Phase and will assemble a Conformed Construction Set after a general contractor (GC) is awarded. We will continue to support through Construction Administration and the Project Closeout phases of the project. Lastly, we understand the design schedule for this project will kick off upon approval of this contract, with the design team working toward the milestones shown in the tentative project design schedule below. They may also provide 3D renderings of final equipment selection. • Splashpad vendors (and team) will provide plans and CAD drawings for incorporation into the Permit and Construction plan sets. They may also provide 3D renderings of final equipment selection. • Additional full project 3D renderings, (if desired) can be provided for an additional fee as an additional service. Our scope of work is divided by discipline and design phase and is provided below. Civil Engineering — 2260263.10 100% Construction Documents — Task 11 Prepare base sheets for design drawings using the topographic survey and the site plan provided by AHBL Landscape. 2. Perform site visit and confirm existing conditions that might differ from the previous phase design drawings. Confirm stormwater facility and sizing. 3. Prepare plans and supporting details for a Temporary Erosion and Sedimentation Control (TESC) plan. Coverage under the Department of Ecology Construction Stormwater General Permit is not anticipated because all stormwater runoff will be infiltrated onsite. 4. Prepare site grading plan. Provide finish grade elevations for the site improvements and coordinate design elevations with the landscape architect. Site wall tops and bottoms will be specified, as needed, but this scope does not include the structural design of retaining walls, which should be designed by a structural engineer. This scope of work will include earthwork calculations for permitting purposes only. 5. Prepare plans and calculations for a storm drainage plan. We anticipate the playground will need an underdrain system. This work includes coordination with landscape and the playground supplier to adequately drain the playground subbase. 6. Prepare plans and calculations for a storm drainage letter addressing the proposed improvements. We anticipate that COSV will accept a drainage letter in lieu of a full drainage report to show compliance with the Phase 1 park improvements. 7. Prepare a horizontal control plan for the site improvements. This work includes appropriate dimensioning to locate site features, hardscape, and civil utilities. 8. Coordinate with the splashpad supplier on water service and sewer discharge. Water will come from the existing pump room inside the park building and a sewer connection will be made to the existing service line that serves the park building. Offsite water and sewer improvements are not expected at this time and therefore are not included in this scope. o© O Glenn Ritter May 5, 2026 2260263.10/.20/.40 Page 4 of 8 9. Coordinate with the design team and COSY for project development and coordination. We assume four meetings. 10. Prepare technical specifications for civil site work based on COSV General Special Provisions. These specifications will be provided for inclusion into the bidding documents. 11. Prepare cost estimates for civil related items. 12. The following products will be prepared for 80%, 95% and 100% CD phases: • TESC Plan, Notes, and Details • Site Paving Plan • Drainage and Grading Plan • Water Plan • Updated Cost Estimates and Specifications • Drainage Letter (at 95%) Bidding Services — Task 12 13. Attend pre -bid meeting (in person). 14. Support COSV with bidding questions and addenda preparation, as required. 15. Upon bidding completion, compile Conformed Construction Set design package including all drawings and project specifications. Construction Administration Assistance — Task 13 16. Attend onsite pre -construction meeting (in person). 17. Support COSV with reviews of construction Submittals, ASIs, RFIs, COs, etc., throughout the construction phase (April — September 2027). 18. Attend construction check -in meetings (virtual) on an as -needed basis. This proposal assumes five meetings throughout the construction phase (April — September 2027). 19. Attend onsite construction meetings on an as -needed basis. This proposal assumes attending three meetings throughout the construction phase (April — September 2027). 20. Biddinq Services — Task 22 Permitting assistance will involve responding to any Authorities Having Jurisdiction (AHJ) comments, as required. Construction Administration Assistance — Task 23 Construction Administration services will include responding to contractor questions and review of shop drawings, as appropriate. Landscape Architecture — 2260263.40 100% Construction Documents — Task 41 Coordinate with the design team and develop 80% CD level design deliverable package, including drawings, CSI specifications, and Rough Order of Magnitude (ROM) estimate for COSV comment and review. Includes one design team "kickoff' meeting (virtual, 1 hour) and one design team "80% page -turn" meeting (virtual, 2 hours). Coordinate with the design team and develop 95% CD level design deliverable package, including drawings, CSI specifications, and ROM estimate for COSV comment and review. Includes one design team "95% page -turn" meeting (virtual, 2 hours). 3. Coordinate with the design team and develop Permit level design deliverable package, including drawings, CSI specifications, and ROM estimate for COSV building permit application. 4. Coordinate and support LE/GWR with simultaneous splashpad Spokane Regional Health Department permit review process. Bidding Services — Task 42 5. Attend pre -bid meeting (in person) and support COSY with meeting presentation. 6. Support COSV with bidding questions and addenda preparation, as required. 7. Electrical Engineering (by Subconsultant) — Task 45 These services will be provided by MW Engineers as a subconsultant to AHBL. Refer to the proposal from MW Engineers attached for the detailed scope. This scope of work will be billed on a time and expense basis, not to exceed the amount provided below. Management Reserve — Task 46 Provide miscellaneous services as requested by the COSV Project Manager. This scope of work will be billed on a time and expense basis, not to exceed the amount provided below. Reimbursable Expenses — Task 90 Reimbursable expenses such as mileage and reprographics. Monitoring applications or permit expiration dates is the responsibility of others. c) Offsite improvements, other than those noted above. d) Costs associated with reconsiderations of agency decisions. e) Costs associated with preparing and filing variances, etc. f) Costs associated with substantial redesign after preparation of design development drawings. g) Preparation of maintenance manuals, reports, or certification testing of installed improvements. h) Design of structural walls or underground vaults (unless otherwise noted). i) Additional inspections that are a result of contractor non-compliance to the plans or specifications.
