(Transpo) will provide transportation planning and engineering services to the City of Spokane Valley (City) to complete a citywide parking study. The parking study will be prepared consistent with the requirements in the Department of Commerce's Middle Housing & Accessory Dwelling Unit (ADU) Parking Study Guidance document. The purpose of the study is to identify neighborhoods, subareas, and/or roadway segments within the City where complying with the State's parking reductions required as part of both HB 1110 and SB 5184 may contribute to a less safe environment for roadway and active transportation users. For purposes of the study, it is assumed that the parking study requirements for HB 1110 will be similar for SB 5184. Study guidance for parking exemptions to SB 5184 have not yet been identified by the Department of Commerce. Background In 2023, the Washington State Legislature passed House Bill (HB) 1110 RCW 36.70A.635 and HB 1337 RCW 36.70A.681 requiring certain jurisdictions in the State to adopt development regulations that allow and facilitate the development of middle housing and accessory dwelling units (ADUs). In passing these bills, maximum off-street parking requirements a city may require for middle housing and accessory dwelling units were established. A city may allow higher off-street parking requirements, but only in certain circumstances. One of these circumstances is if the city prepares an empirical parking study that shows that the off-street parking requirements of RCW 36.70A.635 and/or RCW 36.70A.681 are significantly less safe than the city's own parking requirement. In 2025, the Washington State Legislature passed Senate Bill 5184, which mandates major reductions in minimum parking requirements for cities with over 30,000 residents. The law prohibits requiring more than 0.5 parking spaces per residential unit or one space per 1,000 square feet of commercial space. Similar to HB 1110, cities can apply for a variance if they can prove through an empirical parking study that the parking reductions would significantly impact public safety. While no specific guidance has been issued for SB 5184 by the Department of Commerce, it is assumed the scope of the empirical study would be consistent with the requirements for HB 1110. PHASE 1 Determine the Scope of the Empirical Parking Study The purpose of Phase 1 would be to narrow the scope of the study to areas that could have the largest potential impacts from the implementation of the parking regulations identified in HB 1110 and SB 5184. Additionally, the existing availability of data would be inventoried to determine the additional data that would need to be collected or purchased as part of Phase 2. The following steps would be undertaken to complete Phase 1. • Gather existing data. Review and inventory all the GIS data that is available from the City or other sources. Identify gaps in the data and develop options for addressing the gaps. • Identify areas of concern. Utilize the zoning GIS layer and pipeline development applications to define properties where redevelopment may occur. Cross-check with roadway data to identify Tr roadways with inadequate off-street parking, or informal parking areas that are also shared with active transportation users. Create a series of maps. Generate various maps that highlight potential areas or corridors of the City to investigate further for possible exemptions to the parking requirements. Prepare memo. Summarize the findings of the analysis in a brief memorandum that provides options to evaluate in Phase 2 and the data that would need to be collected. Finalize Scope for Phase 2. Update and finalize scope of Phase 2 consistent with the findings in Phase 1. It is assumed the scope will be tailored to the amount of remaining funding available to complete the study. Support from City Staff Provide the following GIS data, as available o City zoning o City parcels o Roadway functional classification o Public rights -of -way o Edge of pavement o Transit routes o Transit stop locations o Waterbodies, streams, creeks, etc. o City limits o Parks o Schools o Sidewalks (existing and proposed) o Bike facilities (existing and proposed) o Trails/pathways o Private Streets o Driveways Phase 9 Deliverables • Maps of areas to investigate further • Memo summarizing the findings • Identification of data that would need to be collected PHASE 2 Conduct an Empirical Parking Study This phase will complete the necessary steps to complete an empirical parking study consistent with the State's Department of Commerce guidance document. The tasks have been summarized consistent with the steps identified in Commerce's guidance document will include: Step 1: Determine Applicability • Provide a current summary of Transpo's (including key staff) credentials to conduct the parking study. Step 2: Assess Land Use and Transportation This step assesses where land use growth is most likely to take place and where the parking requirements have the greatest chance of impacting the roadway system. • Assess existing land use and zoning information in narrative and map formats, and estimate the anticipated number of future residential units using land capacity guidance for middle housing and accessory dwelling units in the Department of Commerce "Guidance for Updating Your Housing Element - Book 2" August 2023. • Perform a similar assessment of potential future mixed -use and multi -family units in areas of higher density allowances. Tr • Illustrate the existing and planned multimodal facilities based on the latest Comprehensive Plan update. Step 3: Conduct Parking Study This step develops estimates of potential spillover parking for each type of housing option. • Determine parking generation rates for middle housing, accessory dwelling units, multi -family housing, and single family detached housing uses based on ITE rates and other best practice resources. • Support City with calculating parking demand for middle housing, accessory dwelling, multi -family, and single family detached housing. • Identify total spillover parking anticipated due to State parking requirements and compare to required off-street parking under current zoning. Step 4: Perform Safety Analysis This step performs safety analysis to determine whether anticipated parking limitations would make walking, biking, or driving significantly less safe by assessing how parking can influence safety outcomes for all modes. • Collect on -street parking utilization data. • Identify roadway segments with high on -street parking utilization based on existing demand and anticipated spillover parking. • Identify areas where safety concerns may arise from spillover parking impacting active users. Step 5: Document Findings This final step documents the analysis conducted and how the parking requirements for each housing would be significantly less safe than applying the city's own parking requirements. • Compile data, analysis, and findings into a draft parking study report. Revise report after one round of consolidated comments from the City. Support from City Staff • Assist in determining parking requirements under current zoning and by applying State's required reductions • Identify parcels/areas within the city that are eligible for the State's middle housing and multi -family parking requirement reductions • Provide estimates of land capacity for middle housing, accessory dwelling, and multi -family housing units based on the latest Comprehensive Plan and Buildable Land Inventory • Identify existing and planned active transportation facilities • Provide available crash data, or other safety data Phase 2 Deliverables Collection of on -street parking utilization and inventory data Draft and final parking study report Assumptions and Agency Support Transpo is entitled to rely upon the completeness and accuracy of information and services furnished by the City of Spokane Valley and their representatives. • All team coordination meetings are assumed to be held virtually (e.g. MS Teams) • One round of review per deliverable • The analysis will be performed utilizing ArcGIS Pro • Provide all relevant GIS data as noted under Phase 1 scope • Provide all agency documentation regarding parking requirements, on -street parking restrictions, and street design guidelines, and other pertinent information for use in conducting the study W Schedule After contract execution, the completion of the scope of work is anticipated to be completed by October 2026. Should the scope of services or project information change following contract execution, Transpo will notify the City if these changes will affect the schedule and require a contract amendment.
