Planning Commission Recommendation: ApProve to Multiple Family
Suburban subiect to the followina conditions:
1. The zone change shall not become effective until mobile homes as a
permitted use and trailer courts, as a conditional use have been
deleted from the Multiple Family Suburban Zone. .
2. Sewage facilities and the water system shall be approved by the
Spokane County Health District.
Background:
At the public hearing of December 12, 196II, the Planning Commission
approved the zone change request, subject to "the dedication and
acceptance by �pokane County of a public road furnishing the required
� frontage to the applicant's property". This recommendation was to "becom�
null and void one year from the date of the Planning Commission's hearing"
of December 12, 1968. The Planning Commission at th2 December 12,
1968, hearing did not make a judgment on the proposed trailer court s±nce
such a use would require furthar public hearing before the Zoning Adjustor
The required dedication was not compieted by the deadline date although
the dedication was eventually obtained by the County. The application
had, therefore, been scheduled for the June 23, 1970 hearing for recon-
sideration.
A. Reasons:
1. The property is located in an area (east of Pines Road between
Fourth Avenue and the 1Rilwaukee Railroad tracks) indicated on thc
Comprehensive Plan as being suitable for high density residential
development.
2. Because of the proximity of the subjact property to the railroad
tracks and the existing multiple family structure on the property,
the Commission is of the opinion that the area could not reasonab
be developed for standard single family residences.
3. The Commission is of the opinion that the subject property could
be utilized for apartments and court aparkments in the same
manner as the apartment developments in a complementary locatic
west of Pines Road.

4. However, the Commission is of the opinion that a trailer court
facility on the subject property would be detrimental to the
existing single family residences to the south of the ownershin
along Fourth Avenue. Therefore, the Commission recommends
that the zone change not become effective until mobile homes as
a permitted use and trailer courts as a conditionai use have bean
deleted from th2 Multiple Family Suburban Zone. (The Commission
has been in the process of evaluating the existing Multiple
Family Suburban Zones to determine whether they are appropriate
for apartment uses, mobile home uses, office uses, or other uses
and has been progressively zoning such areas intothe appropriate
classification. The Commission anticipates taking action on the
appropriate revisions of th2 Zoninq Ordinance in the near future.)
