1 CALL TO ORDER: Councilmember Pam Haley, Task Force Chair, called the meeting to order at 2:11 pm.

4APPROVAL OF FEBRUARY 2026MEETING MINUTES
Mr. Ghodseemade a motion to approve the February 2026 meeting minutes as presented. Ms. Corleyseconded.
Motion passed unanimously.
5POSSIBLE USES FOR SALES AND USE TAX (1406) DOLLARS: PARTNER PRESENTATIONS
Mr. Robisonshared details about Sales and Use Tax (1406) funding and the restrictions of the types of supportive
housing and rental assistance projects for which the funds may be used. The City currently has an estimated $1.2
million in 1406 funds in the budget. Four local service provider organizations presented information on how these
dollars might be used within Spokane Valley. Any allocation of funds would occur after a Request for Proposals (RFP)
process and funding awards decisions are made by the City Council.

(a) Family Promise of Spokane
Joe Ader summarized the FLASH (Fast Leasing and Sustainable Housing) Program. He reported on:
Cost savings between FLASH and traditional homelessness prevention services
Cost savings between FLASH and traditional housing services
School-based case management
Results-based funding and why it is more effective
Lessons learned
(b) Spokane Neighborhood Action Programs (SNAP)
AmberJohnsonreported on SNAP’sRental Assistanceprogram and their property operations and maintenance
program. She provided examples of locations currently benefiting from these programs.
The group discussed transportation needs and services, including the “Neighbors on the Go” program. Jennifer Calvert
spoke about being a volunteer driver with SNAP and how much the seniors appreciate the volunteers.
(c) Habitat for Humanity
Dana Le Roy provided a background and mission of the organization. Possible uses for the 1406 funds could be:
Land acquisition: brings down the price per unit
Rehabilitation acquisitions: purchasing existing run-down properties. Puts property into a permanent affordable
housing category
New construction
Down payment assistance
(d)Community Framework.
Ashley Martin shared information about Community Frameworks. They have developed three different methods of how
the 1406 funding could be used.
Method 1: Distribute roughly $200,000 each year via small grants to benefit multiple organizations serving a
wide variety of community needs, such as:
o Rental assistance to tenants
o Minor rehabilitation of affordable housing
o Operations and maintenance funding of new units
Method 2: Distribute a single $200,000 allocation annually to one organization or project:
o Gap funding for acquisition or construction of affordable housing
Method 3: Distribute a single larger allocation of approximately $1 million every three-to-five- years to one
organization, after accumulating funds for a large investment:
o Acquisition, construction, or rehabilitation of affordable housing
The next step is to recommend that the City Council approve issuing a RFP. The group discussed parameters of an RFP;
multiple members commented that the RFP should be as broad as possible and they would prefer that the parameters
be as flexible as the funding allows.
Mr. Ghodsee made a motion to recommend issuing an RFP to solicit applications for rental assistance, down payment
assistance, affordable housing projects, land acquisition, or operations/maintenance. Ms. Corley seconded. Motion
passed unanimously.
