CONDITTONS: 1. The front yard resulting after the variance is permitted shall not be used for off-street parking purposes. 2. The structure shall be located as shown on the plot plan submitted by the applicant, and off -stet parking space shall be provided to the west of the structure on the property. 3. I • 1 I 0 LG3o Q t ath B/ - - I ,4 Xi x,10 /4 a ° / -3 B L J 1 i l 1--4- 117 Aa - 3a� BOARD OF COUNTY COMMISSIONERS FINDINGS AND ORDER REGARDING ZONING MAP PROPOSAL, 2E -32 -62 • • WHEREAS, The Spokane County Planning Commission did, after a public hearing held on December 13. 1962, forward to the Board of County Commis- stoners a recommendation that the Zoning Map be changed from the existing Agricultural zone classification to the Restricted Industrial classification on property described as follows: The south half (5 1/3) of the south half (S 1/2) of the north- west quarter (NW 1/4), except the east half (E 1/2) and the southeast•quarter (SE 1/4) of the southeast quarter (SE 1/4) of the northwest quarter (NW 1/4). also that portion of the north half (N 1/2) of the southwest quarter (SW 1/4) lying north of the Spokane International Railroad, except the east 135 feet of the north 361.3 feet therof, in Section 9, Township 25 North. Range 44, E. W. M. and, WHEREAS, An appeal on the recommendation of the Planning Commission was filed on December 19, 1962, by Victor J. Felice, an attorney representing persons opposed to the recommendation of the Planning Commission, and, f WHEREAS. The Board of County Commissioners of Spokane County did, on the 8th day of January, 1963, hold a public hearing to consider the recom- mendation of the P7annirg Commission and the appeal thereon, and, WHEREAS, at said hearing, opportunity was afforded those favoring and those opposing said proposed zone change, and the Board of County Commis- sioners of Spokane County having fully considered the testitnony given, the records and minuted of the Planning Commission, and all other evidence pre- sented and having subsequently made a personal inspection of the property and further investigation of the matter, does hereby find: 1. That there is at present considerable acreage in the immediate vicinity of this proposal that is zoned in an industrial classification, but which is substantially unused for industry. 2. That there is not good arterial access to this property from the free- way; that in order to achieve such access a crossing of the Spokane International Railroad tracks at Bowdish is, we believe, essential. The difficulties of acquiring the needed right of way and railroad crossing for an arterial route to the Pines Road interchange appear to us to be insurmountable at this time. NOW, THEREFORE, The Board of County Commissioners of Spokane County does conclude that there is at present ample acreage in this vicinity that is appropriate and presently zoned for Restricted Industrial uses and, therefore, no need exists for the proposed reclassification at this time, and further, that the lack of good arterial access to thin property would tend to cause industrial traffic from this site to use routes through surrounding residential areas, thereby endangering the safety and amenity of these areas. For these reasons the Board of County Commissioners of Spokane County does deny the petition of Same A. Postal to change the Zoning Map on property as described herein..
