Smith, representing Sidney Smith Company, Inc., requesting that the Zoning Map be changed from the existing Agricultural zone classification to the Multiple Family Suburban zone classification on property described as follows: WHEREAS, Petitions have been presented to the Spokane County Planning Tract 362 of Opportunity Plat No. 2, except the North 158.85 feet of the East 125 feet in Section 8, Township 25 N., Range 44, E.W.M., Spokane County, Washington. WHEREAS, The Spokane County Planning Commission at its hearing on December 13, 1962, did formally act upon said petition, and did formally report its recommendation for approval together with its findings and reasons therefore to the Board of County Commissioners, and, WHEREAS, An appeal on the recommendation of the Planning Commission was filed on December 17, 1963, by Mark D. Rotchford, an attorney, and WHEREAS, The Board cff County Commissioners of Spokane County did, on the 3rd day of January, 1963, hold a public hearing to consider the recommenda- Lion of the Planning Commission and the appeal thereon, and, WHEREAS, At said hearing, opportunity was afforded those favoring and those opposing said proposed zone change, and the Board of County Commissioners of Spokane County having fully considered the testimony given, the records and minutes of the Planning Commission, and all other evidence presented; and having made on January 4, 1963, a personal inspection of the subject property and sur- rounding area, does hereby find: 1. The findings of the Planning Commission to be true and accurate in substance and all significant details. 2. To: The Spokane County Planning Commission SPOKANE COUNTY COURTHOUSE NAME ADDRESS RECEIVED NOV 131962 November 12 1962 COUNTY PLANNING COMMISSION • -Vie, -the undersigned homeowners in the vicinity of East Boone and north Vista, Township 25, of the Spokane Valley, do hereby object to the appli- cation for the variance of an existing zoning ordinance as submitted by Mrs. Alice Suling of East• Boone avenue, in which the applicant proposes the construction of a ! 'special education foundation and lecture hall!' on said property. Among many objections to this application, we, the petitioners, wish to cite the following: 1. The Spokane County Planning Commission, when, long ago, approving a minimum of 200 feet frontage and an area of 4 acres for the operation of a "private or paroohial" school, apparently had well in mind the congestion arising from any less requirements. The applicant, in this case, has less than 25 per cent of the required area and only fifty - per cent of the necessary frontage. 2. As of November 8, 1962, less than a week prior to the scheduled hearing on November 13th, the applicant had not submitted to the county zoning adjustor, any definite plans or specifications for the proposed building. This brings about the question of what type of building is planned? What is it's composition, size and proposed use? Will it blend with the surrounding residences so as not to decrease adjacent property value? Will automobiles, perhaps numbering 20, 30 or more, attending the "lecture hall" have adequate off - street parking or will they be found along the street, blocking residences or parked on the uncurbed streets and lawns? 3. The State Attorney General's office advises the petitioners that the applicant, Mrs. Suling, has no state approval or authorization to operate an educational institution and possesses no known educational background for the position. 4.
