That the application must comply with current roadway standards, typical roadway sections and drainage plan requirements or regulations of Spokane County and Washington State. That the provisions of Spokane County Ordinances that are c:rrent at the time of "Building Permit - State Development Plan" review shall be appli- cable. That no building permit shall be issued without that property having a legal description of Binding Site Plan No. 10 "Tract" - (number), which indicates a record -of- survey has been filed for said property, or approvals and assurances provided that said survey will be filed for public record with the County Auditor PRIOR TO OCCUPANCY or USE of said building and /or improvements. That all building permits within this Binding Site Plan shall be required to have lead agency approval from the County Planning Department for Building Permit - "Site Development Plan" - compliance with said conditions of approval and other applicable County regulations prior to issuing said permits. NOTE: It is suggested that the sponsor or applicant coordiante and pre- view said plan with the County Planning Department prior to commencing to completing work on the Building Permit - "Site Development Plan ". The word "applicant" or "sponsor" shall include the owner(s) of the property, his heirs, assigns, and successors. That the applicant shall acquire Building Permit Site Development Plan approvals and comply with the below provisions prior to issuance of any building permit: 1. Approval of emergency vehicle access shall be required by the Spokane County Building 6 Safety Department (Fire Marshal) and applicable Fire District prior to issuance of a building permit. 3. Subject to specific application approval and issuance of permits by the Health Officer, the use of an individual on -site sewage system may be authorized. That prior to recording any "tract ", the sponsor /applicant shall demonstrate to the satisfaction of the Spokane County Health Dis- trict that suitable sites for on -site sewage disposal systems are available on the "tract ". , 5. Each structure with sewer facilities shall be double plumbed for connection to future area -wide collection systems. 6. Disposal of sewage effluent beneath paved surfaces is currently prohibited. 7. Submit for approval by the County Engineer and Spokane County Health District a detailed combined on -site sewage system plan and surface water disposal plan for each "tract ". 8. All required improvements shall conform to the current State of Wash- ington Standard Specifications for Road and Bridge Construction, and other applicable county standards and /or adopted resolutions pertaining to Road Standards and Stormwater Management in effect at the date of construction, as approved by the County Engineer. 9. Obtain an access permit for driveway approaches to the County Road System from Spokane County Engineers, when applicable. 10. Comply with.roadway standards, typical roadway sections and drainage plan requirements found in Spokane Board of County Commissioners Resolution No. 80 -1592 as amended. 11. Provide private road maintenance and access agreement(s) and shall be filed for public record with the County Auditor when vehicular access across adjacent property is required, when applicable. 12. Specific utility locations and /or easements shall be approved by the utility companies prior to the issuance of a building permit and con- struction on any Tract within the Binding Site Plan. 13. Submit a parking and traffic circulation plan to the Spokane County Engineer for review and approval. The design, location and arrange- ment of parking stalls shall be in accordance with standard traffic engineering practices. Paving or surfacing, as approved by the County Engineer, will be required for any portion of the project which is to be occupied or travelled by vehicles. 14. That landscaping and /or screening will be required adjacent Sprague Avenue right -of -way as approved by Spokane County Planning Depart- ment and as determined through proposed bulding permit site plan re- view, where the purpose of said improvements is to assure permanent aesthetic improvements necessary to prevent "unsightly view" from said road with the intent of maintaining "pleasing aesthetic view from the road." When said "Tract" is adjacent Sprague Avenue, the applicant shall provide a performance bond to cover the cost of installing said land - scaping and /or screening or provide reasonable assurances prior to release of building permits. 16. That subject property shall be lighted in a manner which will not produce undue glare on adjoining residential properties, and onto County roadways. 17. That each Building Permit - Site Develpoment Plan review shall assure that the "remaining portion" or Binding Site Plan No. 10 Parcel - (letter) does retain the ability to be developed pursuant the condi- tions of approval and current regulations and standards (such as access, utilities, setbacks and others). All Building Permit - Site Development Plans approved and /or used to issue building permits for Binding Site Plan No. 10 - Tract(s) shall be considered part of this dedication. Upon said building permit "final inspection" or "approval for occupancy" the building permit applicant shall deliver the original County Building & Safety Department stamped and signed copy of said site development plan to the Spokane County File BSP- 84 -10, where it shall be retained and titled OFFICIAL RECORD to Tract (number) of Binding Site Plan No. 10. When said water or fire protection facilities do not exist then a Water Plan must be approved by the fire protection district, the appropriate health authorities and Spokane County Buildings & Safety Department (Fire Marshal). The health authorities, water supplier (purveyor), fire protection district, and Spokane County Building & Safety Department (Fire Marshal), will certify, prior to recording of the Binding Site Plan or the issuance of any building permit, on the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs.
