Planning Commission Recommendation: Approve to Residential Mobile Home
Zone. subject to the followfna conditions:
A. Conditions:
1. Dedication and improvement to Spokane County standards of the West
5 feet of the advertised property alono Park Road for R /W. Improve-
ments shall include curb. sidewalk. drainage control. and paving to
existing oil.
2. Approval of access points by the Spokane County Engineer's Office.
The submitted design does not contemplate the use of the Springfield
Avenue stub street.
3. Approval of a trailer court design for the advertised property by the
Zoning Adjustor. (Such application shall be made within six (6)
months. Such design shall be in substantial conformance with the
amended development plan reviewed at the October, 1971 hearing.
(The lots designated "EA" and "EB" shall be eliminated from the
final plan.) The Zoning Adjustor shall also review the density of the
project and provisions for landscaping, screening, and drainage
control.
4. Sight- obscuring fencing shall be incorporated with the landscape
treatment along the north and east boundaries of the trailer court
project.
5. Provisions shall be made for fire hydrants in accordance with the
requirements of the Spokane Valley Fire Marshal.
6. Approval of sewage disposal facilities by the Spokane County Health
District.
B. Reasons:
The advertised property cordorms to the locational criteria repeatedly
suggested by the Commission for evaluating high density residential
developments; namely:
a) Its location on a major arterial (Park Road).
b) Its location on the edge rather than toward the interior of a
residential neighborhood.

2. The advertised parcel is situated between a vacant property zoned
Restricted Industrial and residential properties fronting on Broadway
Avenue. The Planning Commission is of the opinion that the
advertised parcel is not conducive to single family residential or
multiple family development because of its proximity to industrial
properties to the south and west. The Planning Commission also
contends that industrial development of the subject property would
be more detrimental to the residential properties fronting on
Broadway Avenue than mobile home development.
3. The Planning Commission is of the opinion that required site improve-
ments such as landscaping, fencing, drainage control, etc. would
lessen the trailer court development's impact on adjoining residential
properties.

I am a resident of Spokane County and herewith express my
concern for maintaining adequate drainage facilities across
my property.
A natural swale runs across my property which provides the
natural native drainage for the area east of Ella Road to Vista,
and between Dick and Broadway Avenue. This runoff drains across
my property to the west, across Park Ave., and eventually into
the local gravel borrow source west of Park Ave. This natural
drainage is very critical to the surrounding neighborhood, the
growing vehicle and pedestrian traffic on Ella, and especially
my garage, gardens and home. The heavy runoff of the Winter of
1968 -69 highlights my concern for the provision and maintenance
of adequate drainage for the area.
It is understood that the intent is to build a three -foot high
embankment across the swale. This would necessitate the provision
and maintenance of an 18" culvert under this embankment through
to Park Avenue.

We have checked the subject property for conformance with the approved drainage plan. The drain-
age improvement does not conform to the approved plan as submitted by the developer, however, it
appears, from surveyed elevations and inspection during the heavy rains of December 14 and 15, that
the grading and elevations of improvements as they are as of this date will not substantially
-block the drainage from passing through the site, there is localized ponding on the property,
but this is generally in the unimproved earth areas. The developer has been very obstinant and
uncooperative in preparing and submitting a drainage plan and in the completion of the improvements
in accordance with the plan. Even after being personally advised that the grading was not correct,
he proceeded with paving. The dffficient areas in the grading and paving have been adjusted and
should now function and while not really satisfactory seem passible. The performance bond may
be released as pertains to the drainage requirement.

which is located east of Park Road.
We have been notified by the County Engineer's office to wittald
any further occupancy approvals until the required drainage improve-
ments have been completed to the requirements of the County Engineer..
Therefore, since the Land Use Permit has been issued to you, subject
to adherence of all conditions of Zone Change ZE 48 -71, we request
that no further occupancies of your Mobile Home Park be allowed
until you have complied with the County Engineer's requirements.
