Hutchinson's Addition to the Residential Office Zone. subiect to the following conditions: (Vote was unanimous.) A. CONDITIONS: Residential Office Zone MINUTES MARCH 11, 1977 1. Access permits for the advertised property shall be obtained from the Spokane County Engineers' prior to release of building permits. 2. Structures on the advertised property shall be limited to two (2) s!ories in height. 3. An -- aopropriate on -site storm drainage system shall be approved by the Spokane County Engineer's office prior to the release of building permits for the project. 4. A specific landscape plan and installation schedule for the project shall be approved by the Spokane County Zoning Administrator prior to the release of building permits. 5. Approval of sewage facilities by the Spokane Health District. 6. Installation of fire mains and fire hydrants in accordance with the re- quirements of the Spokane Valley Fire Marshal. Multiple Family Suburban: 1. Approval of access to the subject property by the Spokane County Engineers' office. 2. Improvement of Hutchinson Road along the project perimeter to Spokane County standards. Improvements to include curbs, sidewalk, drainage control and paving to existing oil. 3. The applicant shall submit a revised development plan for the advertis- ed properties subject to the app roval of the Spokane County Zoning Administrator. Such a plan shall demonstrate the apartment complex - 38 - (Cont' d) ZE -32 -77 - AGR TO RO & MFS ( Cont'd) reoriented along the west property line with driveways and access points redesigned providing access to Hutchinson and Argonne Roads. NOTE: Redesign of driveway and access points shall be approved by the Spokane County Engineers' and the Zoning Administrator. 4. b. 1)7 portion of the project which is to be occupied or traveled by -automobiles shall be maintained in hard surface paving. Open parking areas shall be unlighted except that driveways and walkways may be illuminated by low intensity lighting. 5. An appropriate on -site storm drainage disposal system shall be approved by the Spokane County Engineers' office prior to the release of building permits. 6. All areas, not occupied by buildings, parking and paved roadways shall be landscaped, planted and maintained in appropriate turf and shrubbery. The Zoning Administrator shall approve a specific landscape plan and installation schedule for the project incorporating a sprinkler system and screening (fencing) prior to issuance of building permits. 7. Approval of sewage facilities by the Spokane County Health District. 8. Provisions shall be made for fire hydrants in accordance with the requirements of the Spokane Valley Fire Marshal. B. REASONS: 1. The proposed residential office complex and the multiple family units are land uses consistent with the Regional Comprehensive Plan. 2. •;:h:e proposed Residential Office and Multiple Family developments are located on the edge of a residential neighborhood, have access to shop- ping, community services, public facilities, and an arterial system. 3. The Planning Commission has approved several Residential Office and Multiple Family Suburban Zone change requests along Argonne Road and on the Argonne - Mullan Couplet. Although the proposed Multiple Family Suburban site is one lot depth removed from Argonne Road, it does not extend any further into the residential neighborhood than a number of other apartment projects along Argonne Road and other arterials. C. STAFF ENVIRONMENTAL REVIEW: That a declaration of Non - Significance be issued, in accordance with Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to approval of this recommendation by theEoard of County Commissioners, or that any approving action of the Board be conditioned upon issuance of Final Declaration of Non - Significance in accordance with SCEO 11.15.340.
