(Vote was unanimous.) A. BACKGROUND: The applicant has begun construction on a service building behind Dishman Dodge. Unfortunately, because of an oversight on the submitted plans and a subsequent oversight in reviewing the plans, the new building was constructed in an area zoned Multiple Family Suburban. The building also encroaches into Spokane County's Edgecliff property. The applicant has requested the Commercial Zone to legalize the use and is working with Spokane County to exchange property to eliminate the encroachment. B. REASONS: 1. The Comprehensive Plan indicates that the area south of Sprague Avenue is appropriate for general commercial uses. 2. The request adjoins an established commercial area. The Planning Commission is of the opinion that the commercial extension would be appropriate. 3. The extension would not affect surrounding developments. Surrounding uses include: a trailer court approximately 200 feet to the west, Edge - cliff Hospital (approximately 1,000 feet south) and adjoining properties to the south and west, Dishman Dodge and other commercial establish- ments to the north, and an undevelopable hillside to the south and south- east. 4. The site is situated within the urbanizing Spokane Valley. Although the zone change would provide a very small intrusion into the habitat surrounding the Dishman Hills Natural Area, the Staff is of the opinion that the zone change proposal would not have any appreciable effect upon the topography, geology, biological and botanical characteristics, atmospheric and aquatic conditions and other natural development. Commercial development along Sprague Avenue has generally extended up to the toe of the hillside along this stretch of Sprague Avenue. The area Mr. Hollenback needs, now under lease from Spokane County, by size, location and utility has nominal commercial value. Practical access to Sprague Avenue, the nearest street is dependent on a single ownership. If offered on the market these factors would control this sale. I, therefore, concluded that a price of $.30 a square foot would be a fair price for this 30 x 330 piece for a value of $2970.00. The land offered to the County in trade is in nature rock and forms part of a barrier shielding Edgecliff Sanatorium from the commercial area to the north. Its elevation, higher than the surrounding area gives it a promontory of quiet solitude, no small item when you consider the type of patient this facility serves. Style and need have changed and what was once considered poor land now supports professional, fraternal, multi - family zoning and attractive buildings now are built among rocky out - cropping. For this kind of use private investors are willing to invest in this type of land. I have concluded that if offered on the market, private investors would be willing to invest, seek the necessary zoning, comply with the development requirements and building codes and make use of this type of land for a square foot value of around .250.
