ZE -27 -69 - AGRICULTURAL TO MULTIPLE FAMILY SUBURBAN: BASCETTA (Consideration of a change in condition of approval.) Planning Commission Recommendation; Approve the realignment of the required road right of way dedication along both sides of Mansfield Avenue in accordance with the Spokane County Engineer's proposal for the widening of Mansfield Avenue. The Planning Commission formerly approved the subject zone change proposal, ZE- 27 -69, subject to the dedication of a fifteen foot strip of land along the northern portion of the applicant's property adjacent to Mansfield Avenue at their May 29, 1969, hearing. The applicant has since submitted a letter stating his request to provide additional road right of way along the north side of Mansfield Avenue in lieu of the fifteen feet off of his property. He apparently has the consent of the property owners along the north side of Mans- field and wishes to make this arrangement in order to protect existing buildings along the south side of Mansfield Avenue. The Planning Commission concurs with the 'applicant's request provided that such road right of way realignment be approved by the Spokane County Engineer's Office. 2. Planning Commission Recommendation: No recommendation as the applicant requested postponement to the Commission's October meeting. The Planning Commission reaffirmed their position in regard to the sewer system for the plat and advised the sponsors that if the Washington Water Power did not assume the responsibility of operating the sewer system within the next fifteen days, the sponsor could redesign his plat in accordance with Condition No. 14 on the preliminary plat of record. - 27 - (contd.) Spokane, Washington 99206 March 16, 1971 Subject: Balfour- Apartment Project Dear Mr. Wolff: This is in reference to our telephone conversation of March 1971 in which we discussed possible alternatives regarding paving of streets adjacent to your pa1four Apartment project. Following is a list of the possible alternatives open to the developer when paving County Streets: 1. .Road Improvement District — all adjacent property owners would • participate in the expense of those improvements not required as a condition of the zone change. Those required by the zone change would be the responsibility . of the Developer. Spokane County would participate at its present rate of 15% • of those improvements not required by the zone change. - 2. Paving Participation Program — Spokane County would participate at the rate applied for (25% in this case) in those improvements not required by the zone change. The parking land, curb, and sidewalk on the opposite side of all . streets adjacent bb the project would not be constructed under this program. 3. The third possibility is for the Developer to assume all construction costs. This is desireable to some Developers when time is limited as the R.T.D. or Participation Programs must . be scheduled by the County according to availability of funds.
