Planning Commission Recommendation: Deny.
A. Reasons:
1. The Comprehensive Plan does not indicate that the area is suitable
for high density residential development.
2. The subject property is virtually surrounded by low density
residential development and zoning. Approval would thus consti-
tute a spot zone change.
3. The Commission concurs with the opinion of objectors that
apartment development would be detrimental to single family
properties in this general area.
