Planning Commission Recommendation: Approve to Restricted Industrial

A. CONDITIONS:

Dedication of the west 10' of the advertised property along VVillow
Road for right of way.
2. Installation of fire hydrants in accordance with the requirements
of the Spokane Valley Fire Marshal.
3. Access permits for the subject property shall be obtained prior to
release of building permits.
ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT:
1. The site is surrounded by properties zoned Commercial and
Restricted Industrial. Surrounding land uses include warehouses
the east and to the west, a fruit stand, furniture store and other
commercial shops to the north, and the Milwaukee tracks and a
warehouse to the south.
2. The Commission has zoned several properties abutting the tracks
between the Milwaukee Railroad and Sprague Avenue to the
Restricted Industrial classification.
3. The Planning Commission is of the opinion that the zone change
proposal would not have an appreciable effect on the topography,
geology, biological and botanical characteristics, atmospheric
conditions, aquatic conditions and other natural development.
The site is situated within an urbanizing area and abuts other
industrial uses. In addition, the performance standards of the
Restricted Industrial Zone will provide safeguards to the natural
environment and to the continued human development of the area.
The Commission, therefore, concludes than an environmental
impact statement is not required for the project.
