MAY 10, 1974
Planning Commission Recommendation: Approve to Multiple Family Suburban
'Lone, subiect to the following conditions:
Dedication of the E 1/2 of 'vvoodruff Road from the advertised property
north to the north boundary of the Fensterrnacher propert.
Improvement to the Spokane County standards of 'Woodruff Road
between 8th Avenue and the north line of the advertised property.
Improvements shall include curbs, and sidewalk along the east
side of vvoodruff Road m conjunction with drainage control and 30'
width of paving. '
2. Approval of Access
Access permits for the project shall be obtained from the Spokane
County Engineers' office prior to release of building permits.
3. Apartment density, Buildinng Heights, Location of Structures.
The advertised property shall be developed in substantial conform-
ance with the submitted development plan; i.e., 1 1/2 and 2 story
court apartments clustered in two courts served by an access drive
from Woodruff Road. The exact location of structures, parking areas
and driveways shall be determined after review by the Director of
Planning of a survey showing existing trees on the site with a dia-
meter at the base of 6" or more. The total number of apartment
units situated on the site shall not exceed 50 (approximately 3,067
square feet of land area per dwelling unit.
Off Street Parking Development
a. Off street parking facilities and connecting roadways shall not
occupy any area within five feet of an adjacent residential
zone outside the apartment project area.

B. REASONS:
b. A screen, six feet in height, shall be provided along the south
edge oi the project. The screen may consist of a residential
type wooden fence or a dense hedge -type planting acceptable
to the Director oi Planning.
c. Any portion of the site which is to be occupied by automobiles
shall be maintained in hard surface paving. Parking areas and
roadways shall be served by a stone water collection system.
d. Open parking areas shall be unlighted except that driveways,
walkways, and landscaped traffic' islands may be illuminated
by low intensity lighting on standards not exceeding eight
(8) feet in neight.

Tne design location and arrangement of parking stalls shall be
in accordance with standard traffic engineering practices.
Planting strips or landscaped traffic islands may be required
by the Director of Planning for parking lots which contain more
than 20 parking stalls.
5. All areas not occupied by buildings, parking and paved roadways
shall be landscaped, planted and maintained in appropriate turf and
shrubbery. An automatic sprinkler system shall be installed in all
landscaped areas. Tne applicant shall submit a survey indicating
the location of all trees on the site exceeding 6 in diameter at the
base for review by the Director of Planning to determine proper
placing of structures, parking areas and driveways. The director of
Planning shall also require a complete landscape plan of the project
and may require an appropriate bond to insure installation of such
landscaping prior to release of building permits for the project.
If the project is developed in steges, this requirement shall apply
as each succeeding area is developed.
6. Fire Protection
Provisions shall be made-for mains and fire hydrants in accordance
with the requirements of the Spokane Valloy Fire Marshal.
7. Health District Approval
Water supply and sewage disposal shall be approved by the Spokane
County Health District.
1. The site is physically and topographically removed from the residen-
tial areas to the north and buff.:red from the residential areas to the
south by a row of duplex structures; The site is southeast of an
apartment project fronting on V'oodruif iliac was approved by the
Planning Commission in 1973. (Cont'd)

2. The site has reasonable proximity to shopping and community
services and has reasonable access to the arterial system via 8th
Avenue.
3. The conditions of approval will assure compatibility of the project
with other residential uses in the area.
ENVIRONMENTAL ASSESSMENT
The site is located on a gravel bench between 4th and 8th Avenues and
east of Woodruff Road. The site is relatively.ilat with good tree cover.
The development plan contemplates a sewage treatment plant to serve the
50 -unit apartment complex. The plant would be located in the more open
porti on of the project which will allow the least disturbance of tree cover
for drainfield installation. The treatment plant and drainfield area will be
maintained as a turfed recreation area.
The Planning Commission does not anticipate topographical problJrns in
accommodating the development. However, the Commission has recom-
mended conditions of approval which will assure the retention of as much
tree cover as feasible to allow integration of the project into the woodland
setting and to effectively shield the development from other neighborhood
residential properties.
Mains and fire hydrants would have to be extended to serve the project.
Such extensions for this and other apartment projects in the vicinity may
require some revamping of the water system for the district. A storm water
system has been required to confine surface run -off to the site.
The advertised property and properties to the north still retain a woodland
environment, although the 5 -3 acre area is virtually surrounded by suburban
development. The biological and botznicai characteristics of the site will
change as urbanization displaces the native varieties of smaller plants
and grasses and displaces the smaller animals. Air quality in the area will
not change appreciably. Paved roadways and landscaped open areas will
assure proper dust control
iviitigating measures have been taken (see conditions) to reduce the impact
of the project on adjoining residential areas by imposing lighting controls,
requiring fencing, and assuring retention of much of the tree cover of the
site. The project will be compatible with developed transportation facili-
ties and community facilities.
The Commission is of the opinion that the project will have no significant
effect upon the environment and that mitigating measures have been taken to
reduce the impact of the project on the residential neighborhood. The
Commission, therefore, concludes that an environmental impact statement
is not required for the project. (Co t

ANALYSIS:
The advertised property is situated east of Woodruff Road approximately
lot; feet north of Stn Avenue. The applicant proposes to construct a 54
unit court apartment complex on the 2.24 acre site (2,832 sq. ft.jd.u.).
The staff is of the opinion that the site has merit or multiple family
development; however, the configuration of the project should be revised
to provide better parking areas and access to the easterly portion of the
project will 'nave to be improved.
Tile staff notes that several multiple family projects have been rece.rtly
approved to the northwest of the Proposal. Roadway systems have been
required in conjunction with previously approved projects to improve the
traffic pattern of the aeiynborhood and to facilitate access from the
apartment projects to Sprague Avenue via Farr Road.
