Planning Commission Recommendation: Approve to Commercial 'Zone subject
to the followinc conditions: (Vote was unanimous.)
A. CONDITIONS:

1. Dedication of the South 60' of the advertised property for right of
way (Second Avenue e ;:tended).
2. Improvement of Second Avenue to Spokane County standards prior
to release of building permits for the advertised property. Improve-
ments shall include grading, drainage control, curb, sidewalks
and paving.
3. Dedication of the west 7' of the advertised property along Walnut
Road for right of way.
4. Improvement to Spokane County standards of Walnut Road from
Second Avenue to Sprague Avenue prior to release of building
permits for the advertised property. Improvements shall include
curb, sidewalk and drainage control along the applicant's west
line and a 30' paving strip from Second to Sprague Avenue. This
requirement can be waived if the applicant can participate in a
Road Improvement District which can accomplish the same objectives.
B. REASONS INCLUDING ENVIRONMENTAL ASSESSMENT
1. The site is virtually surrounded on three sides by properties zoned
commercial.
2. The Commission has allowed Commercial Zoning for properties
between Sprague Avenue and the iviilwaukee Road tracks in accord-
ance with the Comprehensive Plan.
3. The Planning Commission is of the opinion that the zone change
proposal would not have an appreciable effect on the topography,
geology, biological and botanical characteristics, atmospheric and
aquatic conditions and other natural development. The site is within
an urbanizing area and abuts other commercial uses. The Commission
therefore, concludes that an environmental impact statement is not
required for the project.

Mrs. Rawlings called the Commission's attention to a letter dated April 30
from Arthur H. Lysne requesting consultation with the Planning :;ommission
relative to Mr. Lysne's agency program. The Commission asked the staff to
contact Mr. Lysne and arrange for Mr. Lysne to confer with the Commission
following the regular business at a future Planning Commission hearing.
