as the motion for approval lacked a quorum vote of the Commission.
Mrs. Byrne moved, M:, Kennedy seconded, that the zone change reclassifi-
cation be approved to Multiple Family Suburban, and in so approving, adopts
the Staff's findings as the Planning Commission's Findings of Fact as well as
the conditions stated in the Staff's findings, and that a Final Declaration,of
Non-Significance be issued. (Three voted "Yes "; three voted "No ", The .
motion was lost for lack of a quorum.)

Mr. Orton said that the Boundary Review Board is presently reviewing annex-
ation of 135 acres to the City of Spokane on the southwest portion of the
Prairie. He inquired whether or not it was appropriate to ask the Boundary
Review Board to delay action until a Comprehensive Plan is available to use
as a guideline. He cited the considerations of population, density, land
area and uses, and the effect of annexation on the economic and social
interests as well as local government in the community before a decision
is reached.
Mrs. Rawlings moved that the staff read the City information and give a
brief summary of the status of the County's action on the Comprehensive
Plan process on Five Mile and forward the summary on to the Boundary
Review Board. Mrs. Byrne seconded themotion. Mrs. Rawlings and Mrs.
Byrne voted "Aye "; and Messrs. Thomas, Quigley, and Kennedy voted "no ".
Motion was lost 4 - 2.
Mrs. Byrne moved that the staff prepare a one page summary stating where
the County is on the five Mile process, to be sent to the Boundary Review
Board. Mrs. Rawlings seconded the motion. Mrs. Byrne and Mrs. Rawlings
voted "Aye "; and Messrs. Thomas,. Quigley, and Kennedy voted "No ". Motion
was lost 4 - 2.
6. Report from Policy Committee,
Mrs. Rawlings reported that it was the recommendation of the Policy Committee
that the Policy Notebook be reviewed annually to be sure the contents are
current. Mr. Kennedy seconded the motion. Motion carried unanimously.
The SEPA checklist is also to be included in the Notebook. Mr. Davis of
the staff said that a motion short form was being prepared as well as the
newly adopted fee schedule for the Commission. It was pointed out that
the entire Commission should receive the Comprehensive Plan update as
well as the Policy Committee.
7. Citizens Participation.
Mr. Fergen reported that he had a citizens participation update progress report.
8. ZE- 154 -77, AGRICULTURAL SUBURBAN TO RESIDENTIAL OFFICE OR MULTIPLE

That the zone reclassification request (File Number ZE- 154 -77) be denied
for the following reason: that the request is inconsistent with the area and
inconsistent with previous zoning reclassifications for the area.
(Motion by Kennedy, seconded by Mrs. Rawlings. Vote was unanimous.)
