The applicant shall install curbing or other suitable barrier to specifications of the Highway Department to define such access approaches. A. Reasons; 1. The existing vacant building on the subject property, which was recently and intermittently used for lodge and various business purposes, appears to have limited potential unless it can be utilized for some business use. The Local Business zoning would grant some limited commercial uses to the property and the exist- ing building. 2. The subject property lies between the Milwaukee Railroad and an established and developed Local Business Zone (1969). The property also fronts on Pines Road, a State Highway. The apart- ment houses to the west of the subject property provide an adequate transition to the residential neighborhood. Because all of these factors must be considered in approving this application, the Planning Commission is of the opinion that such approval should not jeopardize the Commission's general position of not allowing random commercial development south of the Milwaukee Railroad tracks in the Spokane Valley.
