Such plan shall be submitted within three (3) vears and shall provide for the following tentative conditions: A. Conditions: 1. Dedication and improvement of sufficient right of way to provide for the extension of 5th Avenue to the west (i.e., a north -south street to provide access to future 5th Avenue). 2. Dedication and improvement to Spokane County standards of the North 5' of the subject property along 4th Avenue for right of way. 3. Dedication and improvement to Spokane County standards of the South 10' of the subject property along 6th Avenue for right of way. 4. Proper development of off - street parking facilities, lighting, landscaping, etc. 5. Provisions shall be made for fire hydrants in accordance with the requirements of the Spokane Valley Fire Marshal. 6. Apartment structures - shall be low profile (1 to 2 story) garden apartments. The project shall allow no more than 1 apartment unit per 3,000 square feet of site area. Background: Because the applicants have not submitted a development proposal for review, the Planning Commission has recommended that a final Traffic and Development Plan be submitted for review by the Commission within 3 years. For the applicant's convenience, the Commission has listed several tentative conditions which would require further elaboration upon review of a specific plan. B. Reasons: 1. The Planning Commission has approved several applications for Residential Office and Multiple Family Suburban zoning along Pines Road between the Milwaukee Road tracks and 16th Avenue. Pines Road, it does not extend any further into the residential neighborhood than other multiple family projects along Pines Road. 2. The Commission notes that apartments have been developed with a similar relationship to Pines Road to the north of the advertised property. Residential Office projects have been developed to the northeast and to the southeast of the advertised parcel. 3. The Commission is of the opinion that review of a traffic and development plan incorporating the tentative conditions will insure compatibility of an apartment proposal with the surrounding residential neighborhood.
