B. REASONS:
1. The Comprehensive Plan indicates that the corridor between 4th
Avenue and the Milwaukee Road tracks is appropriate for high
density residential development. In a zoning study of the corridor
in 1971, the Commission indicated that the development should
proceed from the major north -soutL straets toward. the centers of the
wide blocks within the corridor to retievu premature congestion on
4th Avenue. (Cont'd)

ZE- 148 -73 - AGRICULTURAL SUBURBAN TO 1VIFS (Cont'd)
2. The Planning Commission notes that the project lies on the edge of
the residential neighborhood as defined in the Comprehensive Plan
and is within walking distance of major shopping facilities
(University City).
3. The Planning Commission is of the opinion that the conditions of
approval will make the project more compatible with residential
properties to the south and east by providing for submittal of a final
development plan, controlling access, insuring proper development
of landscaping and off street parking areas, and providing for
necessary fire hydrants.
