DEDICATION AND IMPROVEMENTS MINUTES NOVEMBER 9, 1973 ZE-148-73 - AGRICULTURAL SUBURBAN TO MULTIPLE FAMILY SUBURBAN: GROESBECK Planning Commission Recommendation: Approve to Multiple Family Suburban Zone_subject to the following conditions: (Vote was unanimous.) a. Dedication and improvement to cipokane County standards of a 60' right of way (3rd Avenue extended) in an alignment acceptable to the Spokane County Engineer's office from University Road to the east boundary of the advertised property. The Spokane County Engineer's office may accept a 40' right of way for the easterly 229.79 ' of the project if roadway abuts ownerships in the southeast corner of Block 173. Improvements shall include grading, drainage control, sidewalks, curbing and paving. (See ZE- 162 -73) b. Dedication and improvement to Spokane County standards of the south 10' of the advertised property along Beene- Avenue4 for right of ;gay. Improvements shall include curbs, sidewalks, drainage control and paving to existing oil. 2. APPROVAL OF ACCESS Access permits for the advertised property shall be obtained from the Spokane County Engineer's office. 3. Approval of a final development plan for the advertised property by the Board of County Commissioner's conforming to the following criteria: a. The advertised property shall be developed with one, two and two and on -half story garden apartments, townshouses, and recreation facilities. Apartment structures along 4th Avenue shall not exceed one one -half stories in height. b. OFF STREET PARKING - DEVELOPMENT a. Off - street parking facilities and connecting roadways shall not occupy any area within five (5) feet of an adjacent residential zone. b. A screen five (5) feet in height shall be constructed along the east edge of the project. The screen may consist of an ornamental masonry wall, a residential type wooden fence, or a dense hedge type planting acceptable to the Director of Planning. c. Any portion of the project which is to be occupied or traveled by automobiles shall be maintained in hard surface paving. d. Open parking areas shall be unlighted except that driveways, walk- ways, and landscaped traffic islands may be illuminated by low intensity lighting on standards not exceed eight (8) feet in height. e. The design, location, and arrangement of parking stalls and driveway shall be in accordance with standard traffic' engineering practices. Planting strips or landscaped traffic islands may be required by the Director of Planning for parking lots which contain more than twenty (20) parking stalls. 5. LANDSCAPING All areas not occupied by buildings, parking, paved roadways shall be landscaped, planted, and maintained in appropriate turf and shrubbery. The Director of Planning may require submittal and approval of a landscape plan upon application for building permits. If the project is developed in stages, this requirement shall apply as each stage is developed. 6. FIRE PROTECTION Installation of fire hydrants in accordance with the requirements of the Spokane Valley Fire Marshal. 7. SEWAGE TREATMENT Approval of sewage disposal facilities by the Spokane County Health District. B. REASONS: 1. The Comprehensive Plan indicates that the corridor between 4th Avenue and the Milwaukee Road tracks is appropriate for high density residential development. In a zoning study of the corridor in 1971, the Commission indicated that the development should proceed from the major north -soutL straets toward. the centers of the wide blocks within the corridor to retievu premature congestion on 4th Avenue. The Planning Commission notes that the project lies on the edge of the residential neighborhood as defined in the Comprehensive Plan and is within walking distance of major shopping facilities (University City). 3. The Planning Commission is of the opinion that the conditions of approval will make the project more compatible with residential properties to the south and east by providing for submittal of a final development plan, controlling access, insuring proper development of landscaping and off street parking areas, and providing for necessary fire hydrants.
