ZE- 162 -73 - AGRICULTURAL SUBURBAN AND MULTIPLE FAMILY SUBURBAN TO LOCAL BUSINESS: PLESE Planning Commission Recommendation: Approve that portion of the adver- tised property lying north of Third Avenue extended to Local Business Zone and that portion of the advertised property lying south of Third Avenue to Residential Office Zone subiect to the following conditions: A. CONDITIONS: 1. Dedication and improvement to Spokane County standards of a 60' right of way (3rd Avenue extended) in an alignment acceptable to the Spokane County Engineer's office from University Road to the east boundary of the advertised property (See ZE- 148 -73). The Third Avenue connection with University Road shall conform with the proposed Third Avenue extension to the west of University Road. Improvements shall include grading, drainage control, curb, side- walks, and paving. 2. Direct access to University Road from the advertised property shall be prohibited between Third Avenue extended and the Milwaukee Road tracks. Access to the southerly portions of University Road and other streets shall be approved by the Spokane County Engineer's office. 3. Dedication and improvement to Spokane County standards of the south 10' of the advertised property along Fourth Avenue for right of way. Improvements shall include curb, sidewalk, drainage control, and paving to existing oil. 5. Approval of a site development plan for the recommended Local Business area by the Board of County Commissioners prior to final resolution by the Board of County Commissioners. Such plan shall indicate appropriate provisions for landscaping, lighting, signing, and road improvements for the premises. The Planning Commission is of the opinion that the approved Local Business area in conjunction with the Residential Office area would provide an appropriate transition between the commercial uses on Sprague Avenue and University Road and the residential neighbor- hood to the south. 3. The northerly portion of the block to the west of the proposal is zoned Commercial to provide for development of overflow parking for University City and limited commercial use. The Commission is of the opinion that the described Local Business and Residential Office areas provide an appropriate transitional pattern of develop- ment along University Road. C. GENERAL DATA: 1.
