Planning Commission Recommendation: Approve to Residential Office
Zone, subiect to the following conditions: (Vote was unanimous)
A. CONDITIONS:
1. Dedication of a d' "curb radius on the northeast corner of Twelfth
Avenue and Pines Road.
2. Improvement to Spokane County standards of Twelfth Avenue.
Improvements shall include curb, sidewalk, drainage control, and
paving to existing oil.
S. Access permits to the subject property shall be obtained from the
Spokane County Engineer's office prior to release of building
permits.
No structure shall be constructed on the premises which exceed
two (2) stories in hoight.
ANALYSIS INCLUDING ENVIRONMENTAL ASSESSMENT:
MINUTES
FEBRUARY 8, 1974
1. The advertised property is located on Pines Road, a state highway.
The Planning Commission has been approving requests for
Multiple Family <;uburban and Residential Gffice zoning on the
major north -south arterials in the Spokane Valley.
2. The Planning Commission is of the opinion that the performance
standards of the Residential Office Zone will make the project
more compatible with surrounding residential properties. The office
project is compatible with surrounding residential uses, trans-
portation facilities and utility services, and would have no
appreciable effect on continued residential use and development
of the area.
3. The site is situated within an urbanizing area. The zone change
proposal would not have any greater effect upon the topography,
geology, biological and botanical characteristics, atmospheric
conditions, aquatic conditions and other natural development
than the uses allowed in the present residential classification.
The Commission, therefore, concludes that an environmental
impact statement is not required for the project.
